Job description:

The Child Protection Supervisor manages child protection projects being implemented in Kirkuk governorate (especially psychosocial support and adolescent/youth development and participation), and supervises teams of Child Protection Monitors. S/he supports and validates the quality of the work done by the teams, considering the Tdh mandate and international standards.

  1. Information management
  • Lead needs assessments and gather data, conduct baseline studies, and help feedback findings to stakeholders.
  • Plan activities in coordination with field staff to provide child protection services to support vulnerable IDP and host community children and adolescents, especially through psychosocial support and life skills activities.
  • Lead and carry out assessments to identify context-based and appropriate CP activities for the community in consultation with relevant partners and authorities.
  • Collect data from field activities and prepare regular reports for line manager and PM.


  1. Planning and implementation of project activities
  • Under the supervision of the CP Deputy Programme Manager, lead the designing and planning of PSS (psychosocial support), outreach, and adolescent development and participation activities, according to the needs of children and in collaboration with monitors and animators.
  • Be responsible for the timely and successful implementation of planned project activities.
  • In collaboration with line manager and PM, identify, prioritize and mitigate child protection risks in the area of operation.
  • Supervise teams of monitors and animators by assigning them activities according to the work plans and project objectives. Support them in order to reach to project objectives (specifically psychosocial support, life skills, and other youth development and engagement activities).
  • Collect data, monitor project progress, and contributes to the successful attainment of project targets in line with agreed indicators.
  • Ensure implementation of the activities in line with Child Protection Minimum Standards and relevant national/international standards, codes of conduct, and humanitarian principles.
  • Adapt the Tdh child protection tools for the appropriate context in Kirkuk governorate, under the guidance of PM and DPM.
  • Train child protection team in the basics of child protection, including methodological aspects.
  • Regularly liaise with children and youth, parents and the community in order to promote understanding and acceptance of Tdh CP activities.


  1. Resource management
  • Use programme resources effectively and with care, and mobilize local resources wherever possible.
  • Develop training on theoretical, technical and methodological aspects of child protection, and implement internal capacity building activities with the child protection team.


  1. Monitoring
  • Monitor safe CP practices, including appropriate use and maintenance of WASH facilities and services.
  • Monitor appropriate community involvement in the design and delivery of essential CP services.
  • Collaborate in organising surveys with his/her supervisor and actively participate in conducting them, going through them and analysing them.
  • Review of the budget with the line manager, in order to direct future spending or change of expenses forecasted.


  1. Reporting
  • Ensure proper record-keeping of all activities and prepare monthly/quarterly activity reports on time.
  • Periodically collect data and regularly update individual monitoring files of the programme beneficiaries, as well as attendance sheets and progress towards targets.
  • Identify any major discrepancy/ delay that may arise in project implementation and report immediately to line manager.
  • Keep proper records of expenditures and report on these to the line manager.


  1. Personal and Team management
  • Supervise the team of child protection monitors in Kirkuk governorate, both in and out of IDP camps.
  • Identify the problems associated with the delivery of the programme and inform line manager, and propose concrete action points to help solve these issues.
  • Prepare weekly and monthly activity schedules for the team of monitors to conduct CP activities in various parts of Kirkuk.
  • Provide professional coaching and guidance for the team members.


  1. Networking / external coordination
  • Maintain liaison with the local government officials, other I/NGOs and community-based organizations at the community level to ensure their cooperation and coordination for effective implementation of the programme.
  • Represent Tdh vis-à-vis local interlocutors, following the guidance of line manager, in his/her geographic area of responsibility.
  • Always keep in close contact with respective local government department to ensure their active participation for effective implementation of the programme activities as well as proper use of resources.
  • Participate in identifying new partners for CP activities.
  • Make sure to convey a positive and professional image of Tdh. In particular, ensure that Tdh’s mandate, thematic policies, ethics, values and views are followed in relation to third parties.
Qualifications & Preferred Skills

Competencies: This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

In particular:

  • Be able to evaluate specific needs and to develop action points for individual protection cases.
  • Be able to identify the problems associated with the delivery of the programme and inform line manager, HR, logistics, and beneficiaries, in line with guidance from line manager.

As well as the following professional competencies:


  • University degree in psychology, social work, pedagogy, social sciences or other relevant field.
  • At least two years of professional supervisory experience related to child protection, case management or other related area with a minimum of 6 months work experience with NGOs.
  • Good command of Arabic, and basic English skills, are essential. Knowledge of Kurdish/Turkmani is desirable.
  • Excellent reporting and data management skills.
  • Ability to work in unstable, uncertain or potentially dangerous environments, independently and in a team.
  • Strong cross-cultural communication and resilience skills.
  • Strong management capacity and excellent interpersonal communication skills.

Child Safeguarding Policy:

  • Raising awareness within the Tdh Foundation on violence against children.
  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.
  • Reducing the risk of child abuse by selectively recruiting employees and others.
  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.
