Overall purpose

The Community Mobilizer supports the Community Mobilization Officer in ensuring the effective, safe and timely implementation of a PUI’s project aimed at increasing the resilience of formerly displaced communities during and after their return to their area of origin in Hamdaniya district, through:

  • The restauration of basic services and community infrastructure;
  • The promotion of good governance and coexistence;
  • The building of local capacities.

More specifically, the Community Mobilizer will actively participate in the implementation of Quick Impact Projects (QIPs) as well as community capacity-building, awareness and referral activities.

Responsibilities and scope of duties

  • He/she contributes in the good planning, implementation, monitoring and reporting of the activities put in place;
  • He/she ensures community participation and community capacity-building at every stage of the project;
  • He/she guarantees efficient coordination and information-sharing with local authorities, other NGOs and any relevant actors in the field;
  • He/she participates in the monitoring of the security context in the project locations.

Required knowledge and skills




Education / Training

- University education

- Training in project cycle management;

Professional experience

- Proven experience working for a non-governmental organization or relevant government department;

- Proven experience in community mobilization/ empowerment and community-based PSS.

- Experience with PUI;

- Experience in security management;

- Experience in management of community centers and development of income-generating activities.

Knowledge and skills



- Knowledge of humanitarian principles;

- Knowledge of basic counselling, active listening and PFA;

- Demonstrated gender awareness and gender sensitivity;

- Knowledge of the area targeted by the project (Hamdaniya district, Bashiqa area – Khorsebat, Abujrbuah, and Derewish villages);

- Excellent communication and interpersonal skills;

- Ability to work in an unstable environment.
