This role is under Pay band F/7 with Basic salary of $3,060 and security allowance of $300 per month.


Role Purpose

Based in Baghdad this role will operate across the country regularly visiting our office in Erbil and meeting stakeholders in other key cities such as Sulaymaniyah and Basra. The role holder will manage the exams operation in Iraq within a very complex internal and external environment. The role holder must demonstrate high levels of integrity as well as a flexible approach to making things happen.   The purpose of this role is to build up the Exams operation in Iraq and ensure securing resource to meet market demand and customer experience requirements and ensure exams integrity on the ground.  This role is ultimately responsible for efficient, effective and compliant Test Day delivery, financial planning cycle, managing cost, risk and contingency on the ground and setting standards, developing and managing the performance of their team. 


Function overview:

MENA Examinations

MENA will deliver 600,000 examinations in 2018/19 generating some £73m income. Exams operations are spread across 15 of MENA’s 17 countries and include 3 of the top 10 exams businesses globally. The portfolio is made up predominantly of IELTS and IGCSE school examinations. MENA was the leading region for Aptis globally in 2017. There are also significant volumes of ESOL and professional exams as well.  

There is a significant element of external stakeholder management in exams markets around the region – Egypt, Saudi Arabia and Jordan have important relationships with UK exam boards, ministries of education and large networks of schools. UAE has a network of IELTS delivery partners. These relationships are key to the sustainability of the business.

Exams markets vary significantly in size and nature e.g. from small IELTS markets in the Palestinian Territories to large mature markets in Egypt and UAE; there are also large markets with further growth potential such as Saudi Arabia; other markets in the Maghreb and the Levant offer new possibilities for business development.

Levant Examinations

There is a large geographical spread of countries across the clusters and a range of business profiles and operating environments. 70,000 tests are delivered across the two clusters with about half of these being delivered in Jordan. IELTS is the dominant product across the region with significant volumes of school exams in Jordan.


Iraq is the only country in the Middle East to continue to delivery exams during Daesh Occupation. Now there country has stabilised there are opportunities to refresh the exams strategy and grow the operation. Within Exams in Iraq there is high potential and market demand. Iraq delivers the highest number of Life Skills exams in the region and there is a growing demand for regular IELTS. This is linked to entry to Higher Education. School exams market is also one the growing markets in Iraq which needs to be addressed in a smart creative way.  Professional Exams is another area of growth with interest from Iraqi and International employers. With all this potential Iraq is a very complex market that needs to be managed sensitively and creatively whilst ensuring our compliance with global directions and regional policies.

Passport requirements/ Right to work in country: Iraqi passport holder.

Minimum / essential:

  • English proficiency at level C1

Qualifications:  First degree or equivalent 


Role Specific Knowledge & Experience:

Minimum / essential:

  • Over three years’ experience of managing a small team
  • Experience of managing logistics
  • Financial and reporting skills


  • Experience of managing teams virtually and / or across multiple locations
  • Stakeholder management
  • Business development
  • Experience of working in an Embassy, NGO or academic environment.
