Under the supervision of the Field Coordinator, the Field Officer will be responsible for the following main activities:

  • Context and security follow-up

    • Follow contextual development in Sinjar area and prepare a weekly and monthly report
    • Identify the social composition of the targeted communities, understand and report cultural norms, relationship between men and women in the community and any other social factors
    • Update the area contact list (from authority, security entities, community leaders, HF staff, district office staff, local council ...etc.) that can be used in case of the team having problem in the field/check points, to ensure safe access to implement MdM medical activities.
    • Ensure the sub-base team knows and respect the security processes.
    • Collect information needed to develop and update a proper security backup plans for teams on the field
    • Do the security follow-up of the staff and propose regular update of the security rules


    Representation and networking

    • Develop, reactivate and maintain relations with local actors in order to have information about the needs, the actors, the context
    • Organize contacts and appointments with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts
    • Identify the influential actors in the area and map for each location, key stakeholders, including analysis of relationships dynamics and impact on MdM interventions
    • Assist and/or represent the Field Coordinator in Internal and External meetings, including with the partners
    • Prepare minutes of every meetings with local stakeholders and share with the Field Coordinator
    • Assist the Field Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.)


    Assessment and monitoring

    • Prepare and organize assessments in the targeted areas, after the validation of the field coordinator
    • Coordinate with program, log and finance teams to ensure adequate logistics arrangements for the assessments
    • Write reports of the assessment in coordination with the assessment team
    • Report any issues related to MdM and its partner’s activities (facility management, mobile unit, patients services). Update follow-up tools regularly.
    • Conduct regular monitoring visits to ensure that the acceptance of MdM activities in the area is good
    • Update on a regular basis the mapping of the humanitarian actors in the area
    • Participate to projects and strategy planning meetings and providing inputs.


    Sub-Base management

    • Organize weekly meeting with the sub-base team
    • Manage small cashbox, realize payments and ensure the proper follow-up and documentation of the expenses.
    • Request on a regular basis the funds needed for the sub-base
    • Facilitate the HR follow-up of the sub-base team, in link with Dohuk admin team
    • Prepare the work schedule of sub-base staff (guards, drivers, cook/cleaner…)
    • In link with the Dohuk logistics, ensure the maintenance of the sub-base equipment and follow-up consumption of cars and generators
    • Realize small purchases after validation from Field coordinator and according to MdM procedures
    • Follow-up sub-base contracts (rent, MoU, daily workers…)




Qualifications & Preferred Skills

-     University degree or a diploma in social sciences or other related field

-     A minimum of two years of experience in relief response humanitarian programs

  • Proven experience of working effectively in complex security environments
  • Very good communication and representation skills

-     Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and mappings

-     Mandatory command in writing, reading and speaking of Kurdish, English and Arabic

-     Knowledge of Sinjar district
