Founded in 2003, Women Rehabilitation Organization (WRO) is a non-profit, non-governmental, independent organization dedicated to working towards the protection and advancement of women’s and child rights and the engagement of all members of society across Iraq and the Kurdistan Region of Iraq (KRI). WRO supports the needs of all members of society in prevention and response to sexual/gender-based violence (SGBV) and increasing their access to quality integrated economic, social, protection, and health services. WROs mission is to engage as humanitarian aid workers to provide effective and efficient humanitarian aid and development support and empower individuals and communities to become agents of change where every woman, man and child have access to social justice, gender equality and a dignified life free from violence and discrimination. WRO vision is built on the principles and believes in collaborate and collective action of civil society, international organizations and individuals in investing in the communal needs of refugee, IDPs and host communities to forge social cohesion and peaceful coexistence.


In partnership with UN agencies, international organizations and governmental bodies, WRO has been able to successfully contribute towards meeting individual and community needs and WRO has become a local and regional expert in SGBV prevention and response and multi-sectorial holistic empowerment programming that fosters gender and protection mainstreaming. WRO has over a seventeen-year history of successfully delivering over 100 humanitarian and development initiatives focused on local, regional, and global advocacy, stabilization and reconciliation, peace building, general protection, child protection, SGBV prevention and response, psychological MHPSS and physical health and well-being, non-formal education, individual and community capacity building, wash, legal, advocacy, livelihoods, political and economic participation, voter and democratic awareness, reconstruction civil society and governmental capacity building and engagement initiatives. Furthermore, WRO is devoted to international commitments including contribution to Sustainable Development Goals (SDGs), UNSCR 1325 on women, peace, and security, and UNSCR 2250 on youth, peace, and security, and is committed to child safeguarding and combatting SEA with its zero-tolerance policies.

As a national and regional expert in holistic individual, family and community economic, education, protection, social, and equal participation empowerment. WROs efforts have shed light locally and internationally through awareness raising and advocacy on many important issues such as mainstreaming gender-based violence (GBV) prevention and response across all sectors, sexual violence in conflict SVC, and other issued related to marginalized groups rights in Iraq and the Middle East through initiatives that directly impact tens of thousands of families each year including though provision of lifesaving support and developmental dignified solutions and services that drive individual and collective healing, integration, inclusion, resiliency, self-determination, and peaceful coexistence with dignity and care. 

 

Position: GBV Program Supervisor

Qualifications & Preferred Skills

Purpose of the Job:

The GBV Program Supervisor will provide technical expertise and leadership for WRO’s GBV programming. The GBV Program Supervisor will lead the development of effective, evidence-based MHPSS interventions in line with needs, develop guidance and protocols, identify capacity building needs, and devise and deliver training accordingly. The GBV Program Supervisor will train service providers on GBV prevention and response initiatives and provide supervision to the service delivery team to ensure compliance with international standards. The GBV Program Supervisor may also design and deliver training to service providers from other NGOs and government agencies, including on strengthening services and protections for vulnerable individuals. The GBV Program Supervisor will act as a resource for all existing programs and in designing new programs.

MAIN DUTIES AND RESPONSIBILITIES:

  • Work on a holistic GBV program to be implemented in and around static centers in the areas of the project targeting SGBV survivors or at risk of violence.
  • Work on guidelines for the implementation of GBV activities in and around the project static centers.
  • Strengthen linkages between different components of WRO GBV interventions.
  • Realize and write reports and provide inputs on GBV gaps and trends and for technical sections for project proposal.
  • Represent WRO at relevant stakeholder and technical meetings in GBV prevention including cluster technical working group on Gender Based Violence.
  • Develop training materials for the facilitation of community members trainings and community dialogues, including but not limited to; SGBV prevention and response training, awareness sessions, FGD. Also it requires to work in consultation with key informants from the community as well.
  • Work on guidelines for the implementation of GBV activities in and around the project static centers.
  • Provide technical support to maintain high quality program inputs and outputs in the Protection / GBV in program implementation
  • Provide technical support to new program development, including assistance in conducting assessments, etc.
  • Assign tasks & duties to Protection / GBV field staff regarding monthly work plans
  • Manage and assist in implementation of work plans for GBV and protection related activities in coordination with the Project manager and/or Senior Program Manager.
  • Conduct regular Field Visits on weekly basis to all project locations and conduct case-audits for the case management component.
  • Contribute practically and by bringing new ideas for improvement of service delivery at field
  • Oversee, supervise and manage the performance of all project sits implementing GBV prevention activities including:
  • To give more focus on GBV activities with the close coordination with field teams like MT for bringing improvement in GBV program of WRO.
  • Facilitation of community gender dialogues to prevent gender-based violence in targeted sites.
  • Monitor the implementation of GBV prevention work plan and produce quarterly reports.
  • Provide up- to date technical programmatic support in GBV prevention strategies and advise WRO on how GBV prevention can integrated across other multi- sectoral platforms implemented through WRO.
  • Document best practices lessons learned in implementing GBV integration activities in the project.
  • Provide technical support and oversight to the GBV prevention and response teams.
  • Ensure that all programme data are properly, safely and regularly collected and stored by staff.
  • Gender Based Violence Information Management System (GBVIMS) and Data protection responsible in above mentioned areas (prepare monthly report, consolidate GBVIMS reports.
  • Ensure that GBV programme interventions meet with cultural sensitivity and respect the dignity of vulnerable women, children and families and members of the host communities at all times.
  • Liaise and coordinate with local government authorities, service providers and other stakeholders in targeted area.
  • Build project staff capacity in the term of SGBV/GBV in single and integration activities.
  • Provide clinical supervisions, coaching, mentoring, supervising to the staff involved in SGBV prevention and response activities.
  • Building on the practice procedures in place.
  • Provide regular internal trainings to the staff involved in SGBV prevention and response activities.
  • Maintain flexibility to take any required work trips to WRO's projects, or offices at other cities and/or villages within Kurdistan Region, and outside in Iraq

REPORTING:

  • Check and provide final versions of qualitative monitoring tools on the base of the data provided by WRO Social Workers/ Case workers.
  • Provide monthly reports to be validated by the Project Manager and other internal reporting .
  • Provide quarterly reports to be validated by the Project Manager / Senior management
  • Provide input and reports for particular GBV related issues and sections of project proposal.  
  • Responsible of reporting GBVIMS

Qualification Requirement & Preferred Skills:

 

  • Working knowledge of GBV survivors of conflicts, knowledge of reporting to GBVIMS  and case management.
  • University degree in Social Science, Psychology. master degree is an advantage.
  • At least 4 years professional work experiences, at least 3 years of which should be in GBV prevention and response.
  • Management experience of GBV/ Mental Health Projects.
  • Experience working with IDPs, returnees and vulnerable communities in camp and non-camp area.
  • Experience with participatory fieldwork, reporting and monitoring of results.
  • Knowledge of humanitarian principles, code of conduct and GBV best practices.
  • Capability to establish good and respectful relationship with staff and other actors.
  • Able to take initiative and adapt to changing circumstances and priorities able to work to tight deadlines under pressure.
  • Speaks English and Arabic and Kurdish fluently.
  • Knowledge on how to conduct awareness sessions and FGSs.
  • Understanding and commitment to GBV and Protection SoPs and guiding principles.
  • Demonstrated knowledge and experience with SGBV prevention and health sector response.
  • Ability to work unsupervised and as a team member
  • Advanced communication skills, including active listening skills and excellent written communication.
  • Ability to allocate and review priorities to meet deadlines.

Job Base: Erbil, Iraq, with flexibility to travel 75% of your time to project locations.
