Description

Purpose of the position: In charge of the technical (economic) accompaniment and support to beneficiaries, for business start-up and strengthening.

Specific Objectives:

Assignment 1: Mobilize and empower members of the beneficiary communities and creation of referral groups

  • Participate in developing assessment process and community self-assessment material/tools together with the FSL Program Manager and FSL Deputy Program Manager
  • Mobilize together under the supervision of the FSL DPM the local communities and other stakeholders towards the main goals of the project
  • Support the creation of referral groups in each of the targeted areas, in coordination with the FSL Program Manager and FSL DPM
  • Schedule activities and follow up
  • Write a summary report of activities
  • Propose possible improvements

Assignment 2: Beneficiaries identification

  • Conduct households visits, assessing technical needs and opportunities (technical-economic)
  • Identify needs for specific vocational training (technical-economic)
  • Select beneficiaries of the project, in coordination with the FSL Program Manager, FSL DPM, Psychosocial technician and referral groups

Assignment 3: Organization of the training process

  • Participate in developing training modules and teaching material together with the FSL PM and FSL DPM
  • Delivery of training modules
  • Training technical follow-up
  • Individual accompaniment for Business Plan development (for beneficiaries starting an Income Generating Activity - IGA)

Assignment 4: Business start-up and access to labour market process

  • Provide the technical (in-kind support) to selected businesses and beneficiaries (IGA)
  • With the support of FSL PM and FSL DPM, coordinate with ACF Log Department for the delivery of in-kind tools/support

Assignment 5: Technical follow-up and monitoring

  • Post in-kind support distribution monitoring and follow-up
  • Business Plan follow-up
  • Identification of technical risks, needs and opportunities
  • Collection of the required means of verification
  • Biweekly report to the line manager

Assignment 6: Facilitate the coordination with external partners

  • Gather information in order to get an updated mapping of each camp/area of intervention
  • Participate in meetings with vocational training centers and local authorities

Assignment 7: Respond to ACF FSL needs and priorities

  • According to the needs defined by the FSL Program Manager, respond and facilitate

Be flexible according to ACF priorities, especially regarding the refugees and IDPs  needs

Qualifications & Preferred Skills

Required Education/Level of studies:

  • Economic and social science studies or similar, or 2/3 years of proven experience in the field with similar responsibilities

Professional experience:

  • Minimum 1 year of professional experience on a similar field position with an international NGO
  • Experience working with communities (Refugees, IDPs and host community) required
  • Training experience an asset
  • Knowledge of Mosul context pre-2014.

Technical skills :

  • Good knowledge and understanding of humanitarian crises issues
  • Command of project cycle management
  • Intermediate knowledge of basic accounting/business management
  • Proven knowledge of at least one of the key FSL areas: Socio-economy (income generating activity, support for agricultural cooperatives, vocational training), food assistance (money, coupon, food aid), food and nutrition surveillance, natural resources management/ environment Complementary skills in: community approach and logistical and administrative procedures considered an asset
  • Knowledge of the local eco-systems (running businesses, potential businesses)
