TGH used to be active in the Iraqi Kurdistan Region and in Baghdad between 1995 and 2006. In 2013, TGH came back to Iraq to respond to the needs of new Syrian refugees. Currently, TGH provides a comprehensive set of child protection activities: social accompaniment, psychosocial support for vulnerable children and their families, parenting sessions, etc. At the same time, TGH is committed to building the capacity of local actors involved in child protection (training/coaching of social workers, training of trainers, etc.), in line with the strategy of localization of aid and sustainability of action

In addition, TGH implements programs to strengthen the Food Security and Livelihoods of populations affected by the destruction of fields and production factors in agricultural areas, as well as by the measures taken in response to the Covid-19 crisis. TGH contributes to the rehabilitation of infrastructure necessary for local agricultural activities, access to production factors and inputs, and the improvement of the health and growth of livestock. These actions are part of a dynamic of reconstruction and revival of agricultural economic activity, in order to support the return of the population, their autonomy, and the stabilization of the impacted areas. TGH’s coordination office in Erbil and sub-offices in Mosul and Tikrit.

 

 

Position:             Project Manager (Child Protection Capacity Development)

Workplace:        Based in Erbil (with regular travel to Ninewa) / Ninewa

Duration:            Fixed term contract until 31 December 2022

Status:                National position.

Salary Scale:       2015 USD

Under the supervision of Direct supervision of the Program Coordinator for Day-to-day activities and functional supervision.

Direct management of: Capacity Development Officer and Protection Officer

Functional link: Support services, technical unit, protection clusters and working groups.

JOB OBJECTIVE

The overall objective of the Child Protection Capacity Development Project Manager (CDPM) is

·         to coordinate the implementation of capacity development activities and strong coordination with the Social Protection Directorate (SPD), under the authority of the Ministry of Labour and Social Affairs in the Ninewa Governorate,

·         to ensure the strengthening of the child protection case management services provided by government Social Workers and caseworkers supported by TGH across Iraq.

·         He/she directly supervises the Ninewa Protection Officer and Child Protection Capacity Development Officer (CDO), who in turn line managing a team of Capacity Development Coaches (CDCs) (1 team of 3 CDCs in Mosul).

·         Training and coaching on Child Protection approaches and Case Management for SPD in Ninewa, targeting Caseworkers and supervisors, and including activities to strengthen Child Protection and Case Management systems (e.g., policies, procedures and tools).

This position is under the responsibility of the Programme Coordinator (Prog Co).

JOB FUNCTIONS:

Following a 4.5-year project to build the capacity of the Directorate of Social Affairs (DoSA) / Ministry of Labor and Social Affairs (MoLSA) in KR-I (2018-2022), the Social Protection Department (SPD) in Ninewa and TGH’s Implementing Partner (IP) in governorates of Centre and South of Iraq (since 2019), the overall objective of the Project Manager is to continue the strengthening of the child protection services provision (notably of case management) in Ninewa by supporting the Child Protection system and reinforcing the capacities of MoLSA/SPD social workers in Ninewa Governorate. TGH will continue its capacity development programming with SPD. The Child Protection Capacity Development Project Manager (CDPM), Ninewa will supervise the implementation of the following project components:

·         Training and coaching on Child Protection and Case Management of Social Protection Directorate (SPD) Social Workers in Ninewa governorate, including activities to strengthen Child Protection and Case Management systems (e.g., policies, procedures, and tools)

·         Implementation and institutionalization of System Strengthening Tools developed for MoLSA validation and SPD use in 2021

·         Strengthening of coordination mechanisms to facilitate more effective case management for government Social Workers

·         Capitalization, institutionalization and continuity of practice in TGH’s approach to Child Protection Capacity Development

She/he will work under the direct and technical supervision of the Programme Coordinator based in Erbil. She/he supervises a team of 5 staff in Ninewa. Strong coordination and exchange of tools, processes and experiences will be conducted with the Programme Coordinator and MEAL Officer. This position will include regular trips throughout Ninewa Governorate to ensure the follow-up of activities and coordination in all governorates of operation.

Tasks and responsibilities

Responsibility 1: Project management

·         She/he ensures the proper implementation, supervision, and monitoring of the project activities such as: organizing and facilitating training on child protection concepts, practices, and tools

·         Ensuring the quality of the on-the-job coaching performed by the social workers under his/her responsibility

·         She/he works closely with Programme Coordinator regarding support to social workers on complex/sensitive/urgent cases and their technical observation and feedback of the Ninewa team

·         She/he assesses the effectiveness of the capacity development throughout the project, using Monitoring & Evaluation tools in close collaboration with the MEAL officer

·         She/he proposes any relevant change of strategy or implementation change if needed

·         She/he organizes regular meetings with the Programme Coordinator, Protection Officer, and Capacity Development Officers (CDOs) to ensure the continuity of good practices in project implementation and coordination amongst the teams.

·         Regular coordination with the donor, if reuired.

Responsibility 2: Human Resources

·         She/he will be in charge of recruiting the necessary staff dedicated to the project, following TGH procedures and in close collaboration with the HR department.

·         She/he manages a team (officers and coaches) dedicated to the project and based in Ninewa. In close collaboration with the Programme Coordinator and/or other internal staff, she/he ensures the provision of trainings to the project team.

·         She/he ensures a proper follow-up of the staff under her/his supervision and coordinates with the HR department for leaves follow-up, salary, etc.

·         She/he takes the lead on all performance management tasks, including but not limited to: monthly support meetings to all staff (facilitated by their line manager); performance evaluations conducted three times over the course of the year; day-to-day support as needed by CDOs and Child Protection Capacity Development Coaches (CDCs).

·         She/he takes responsibility for ensuring HR procedures are known to and followed by all staff, and that any diversion from TGH HR procedures is appropriately addressed

Responsibility 3: Logistics and administration/finances

·         She/he manages logistical and administrative issues related to the implementation of project activities.

·         She/he makes sure that logistical, administrative and financial procedures linked to project implementation are established and alerts her/his superiors if gaps are observed in order that corrective action may be taken.

·         She/he ensures budget follow-up, participates actively in dedicated meetings, monitors the efficiency in the implementation of the projects (adequacy between means and resources allocated) and informs the superior in case of a gap.

·         She/he supports the logistics department in the preparation of the procurement plan and follows the procurement process according to TGH procedures.

Responsibility 4: Internal coordination

·         She/he participates in internal coordination meetings and communicates regularly (by the direct presence or through an online platform) with the Programme Coordinator and Country Director.

·         She/he will refer to the Ninewa Field Coordinator/Deputy Security for Security and Access in the Ninewa governorate

·         She/he participates in Capacity Development Team Coordination Meetings with the team. Minutes of which are shared with the Programme Coordinator. 

·         She/he communicates with the Programme Coordinator and the technical referent at the headquarters level on the project evolution, the technical problems faced the potential risks, and proposed solutions.

·         She/he works in close partnership with the Programme Coordinator and MEAL Officer to develop and/or improve monitoring tools and reporting templates, provides these to the team, and ensures their understanding and implementation to follow-up the project

·         She/he meets monthly with the Programme Coordinator to review progress against targets on contractual and soft indicators and to ensure continuity of good practices and sharing of challenges/lessons learned.

Responsibility 5: Representation and external coordination

·         She/he ensures the external representation of the project and liaises with the authorities (MoLSA – Ministry of Labour and Social Affairs/SCD – Social Care Directorate /SPD – Social Protection Directorate) on a monthly basis, as well as with UN Agencies and NGOs (national & international).

·         At the request of her/his superiors, she/he represents TGH with donors, partners, local authorities, and stakeholders involved in the implementation of other projects.

·         She/he regularly attends and actively participates in the dedicated clusters and working groups in the two governorates of Iraq (Child Protection / Case management/Protection – in person or by skype),.

Responsibility 6: Reporting

·         She/he participates in writing the monthly, quarterly, interim and final reports for the donor.

·         She/he participates in writing any possible/future Child Protection concept notes, project proposals, tools, etc.

Responsibility 7: Communication

·         She/he contributes to finalizing the communication plan for the project.

·         With the direct support of the MEAL Officer, she/he provides HQ with photos, and success stories (Website, Facebook, Twitter).

Responsibility 8: Security

·         She/he contributes to efforts aimed at ensuring compliance with safety rules and transmits all information related to safety concerns to her/his line manager.

·         She/he ensures the application/respect of the security rules and follow-up of the security guidelines

Qualifications & Preferred Skills

Qualifications:

At least three years of experience in protection, including capacity development for NNGOs and public institutions.

At least two years of experience in a management position (with direct supervision of staff) with NGO/UN. Experience as a protection expert is desirable.

Strong understanding of humanitarian principles, Protection, core humanitarian standards and Project Cycle Management, and internationally recognized minimum standards in Child Protection, including the Convention on the Rights of the Child.

Fluency in written and spoken English, Arabic and Kurdish.

Skills :

Excellent communication and interpersonal skills

Solid programmatic, team management, organizational planning, and reporting skills

Excellent knowledge of Microsoft Office (with a focus on Excel, Word and PowerPoint).

Very creative, proactive, positive, and flexible

Very high mobility required

Strongly motivated by humanitarian work.
