General Description of the Programme

GOAL began working in Iraq in 2015 with a modest NFI program and an assessment of the agricultural sector.  GOAL currently implemented two livelihood projects based in Dohuk.   The first is a 24 month (September 2016 to August 2018) PRM funded project to support livelihood development in Bardarash, Sumel, Zakho and Shekhan districts is on its third year of operation for September 2018 – August 2019.  The second is a 12 month (November 2016 to October 2017) GIZ funded project to increase livelihood skills with a focus on agricultural knowledge and productivity in Dohuk and Zakho districts. The GIZ project was on its extended period ended in October 2018 with activities spread across Amedi and Akre.  GOAL is working with both internally displaced communities and local host communities. The third project is UNDP Funded Area Based Recovery Approach for Misereek (Sumel). It is a 5 months pilot project (November 2018 – March 2019).  

 

The project under which the Project Officer would be recruited is a 13 months (December 2018 – December 2019) GIZ funded project in Hamdania fostering resilient communities and rural economic recovery through the capacity building of community members. The project participants will have the knowledge of how to approach and to market their skills with prospective employers, increased their technical knowledge in relevant employment sectors in the area, and will have the basic skills to meet the needs of the employers of the area.

 

Overview of the role

The Project Officer will work under the direct supervision of the Team Leader.  The project officer will  coordinate with the local community and different stakeholders in implementing livelihood recovery through capacity development trainings.

 

Main responsibilities

  • Liaising with various stakeholders relevant for the project, improve communication with them and involve relevant stakeholders to the project activities.
  • Lead participation of the community by mobilizing the community into the project activities.
  • Data collection and analysis for baseline and identifying employment opportunities and determining relevant training needs.
  • Support developing of participant selection criteria in consultation with the stakeholders, and have it validated.
  • Selection of participants based on the selection criteria.
  • Support developing of the training modules and curriculum.
  • Organizing and facilitation of the training of trainers and participant trainings.
  • Oversee consultants and trainers in their training delivery.
  • Ensure the trainees to successfully attend the trainings.
  • Ensure data collection of trainees.
  • Identification of employment opportunities for the trainees.
  • Ensure engagement of trainees to prospective employers.
  • Conduct data collection for assessments.
  • Manage the project assistants through-out the project cycle.
  • Undertake other activities as advised by the team leader.
  • Provide regular progress reports to the Team Leader.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to GOAL and to not jeopardize its humanitarian mission.

Qualifications & Preferred Skills

Requirements (Person Specification)

Essential

  • University degree in a related field.
  • Must have experience working in livelihood programming and /or employment generation.
  • Previous experience in training of trainers, vocational trainings, agricultural and business trainings.
  • Good level of written and spoken English.
  • Must be fluent in Arabic.
  • Strong organizational skills as well as attention to detail.
  • Ability to travel to Dohuk as required.
