Undertake gender analysis for Iraq context
The Gender Specialist will undertake a gender and age analysis – comprising primary data collection and review of secondary data – that elucidates the food security and nutrition situation in Iraq, from the individual – women, men, girls and boys among IDPs, Syrian refugees, returnees, host communities – to institutional levels. The primary purpose of the analysis is to inform WFP’s programme of work in Iraq, including the formulation of its multi-year CSP. Through the gender and age analysis, the GS will provide need based information, support to design, plan, implement, monitor, revise, report and learn from interventions that bring empowering changes in the lives of women, men, girls and boys and contribute to achieving gender equality; or, at the very least, do no not contribute to unequal gender dynamics at household and community level. The GS will also assist the Country Office in monitoring and evaluating gender related issues through disaggregated data collection, in the design and piloting of new programmes and initiatives if necessary. The ‘Gender Analysis’ module of the WFP Gender Toolkit provides the framework for structuring the Iraq-specific gender and age analysis that will be used along with other tools and resources recommended by the GS.
Prepare Gender Action Plan (GAP) 2019 beyond for the Country Office.
1.Based on the gender analysis, and taking into account any existing work that has been done in the area of gender mainstreaming, the GS will help WFP and its partners to develop responses and action points for the WFP Country Office for implementation of its programmes. Thereafter the GS shall work with all relevant staff in developing responses, ensuring that these are integrated in WFP’s programming and operational activities. The GAP will include all outputs and activities to mainstream gender dimensions into all aspects of programming and operations, and WFP will ensure that all relevant outcome and output data are disaggregated and analysed by sex and age, where appropriate.
2.Strengthen the gender-related capacities of WFP employees and partners Following an assessment of the gender knowledge and skills among WFP employees and partners, the Gender Specialist will develop and deliver a package of learning opportunities to strengthen the gender capacities of WFP employees and partners tailored to effective implementation of the CSP (2020 – 2024).
Advise WFP and partners on the mainstreaming of gender in priority country office programmes and activities.
Based on the gender analysis and the GAP, the Senior Gender Specialist will help WFP and its partners in the implementation of the responses which may include programmatic actions under the upcoming CSP (2020 – 2024), advocacy measures, partnership building and coordination enhancement activities, etc. In this regard, the GS may work with and or consult WFP field staff; protection focal points; the Government of Iraq agencies dealing with gender related issues in the country; WFP cooperating or implementing partners; and other relevant actors on the ground.

Description of Activities

The GS will undertake gender analysis that will feed into the development to the 2020 – 2024 Country Strategic Plan and will also define the gender mainstreaming strategy for all WFP operations. Mainstreaming gender in all activities of the Programme Cycle will be a major objective of the incumbent; in areas where gender-transformative approaches have already been introduced, the GS will work to ensure that these approaches are coordinated and feed effectively into programme design and decision-making. Analysing gender-related issues experienced by WFP’s beneficiaries, and strengthening understanding of the Gender Policy and its operational impact through discussions with partners, will be important aspects of this work.
On the basis of the gender analysis, the GS will also prepare the Gender Action Plan (GAP) for 2019 and corresponding budget for the Country Office to transform the goal of the corporate gender policy into concrete and measureable actions and accountabilities to be implemented under the Iraq CSP (2020 – 2024) The Gender Action Plan will include a gender capacity building plan.

The key deliverables include:
1-Gender Analysis and summarised report, building on on-going research conducted at CO level and the preliminary draft already available (Outline and plan to be submitted within 2 weeks from receiving the background materials and in-progress research, as well as primary datasets. Final document to be submitted within 3 months))
2-Country Gender Action Plan 2019, reflecting comments and changes from WFP and partner reviewers (Draft to be submitted within the 4th month of the consultancy)
3-Implementation plans for priority CO programmes, including advising on gender mainstreaming throughout Iraq CSP 2020 - 2024.
4-Gender capacity building plan, including capacity assessment, training package and one or two workshops.

Qualifications & Preferred Skills

Education: Degree (BA) or equivalent in Statistics, Political/Social Science, International Development Studies, Gender/Women’s Studies, Economics or Sociology; Preference for Advanced Degree holders (MA/PhD); and either academic or professional training in social research methods, including gender analysis.

Experience: Minimum 5 years of professional experience in conducting social research and gender analysis;Demonstrated strong understanding of gender equality and women’s empowerment issues; Strong understanding of gender concepts and demonstrated experience in applying gender analytical tools and conceptual frameworks to programming; A demonstrated ability (through previous similar assignments) to analyse, compile and synthesize information in coherent and succinct formats; Understanding of gender dynamics within food security and nutrition;Previous experience in writing comprehensive reports aimed at informing programme design and implementation

Language Requirements:

Proficiency in written and spoken Arabic and English.
