DanChurchAid (DCA) is an International Non-Governmental Organisation (INGO) that has worked in Iraq and KRI since 2017, implementing life-saving Humanitarian Activities through Mine Clearance, Risk Education, Psychosocial Support, Child Protection activities and Livelihood projects through local partner organization.

The objective of the Senior Monitoring, Evaluation, Analysis and Learning (MEAL) Officer position is to contribute to the DCA Programmes Team’s ability to successfully design, implement and monitor Humanitarian/Development and Mine Action projects. The Senior MEAL Officer will also be required to support the programme teams in monitoring partner projects, leading the country office accountability plan, support on capacity enhancement of partners MEAL capacities and lead the GIS activities for DCA’s Humanitarian Mine Action projects.

The Senior Programmes Officer reports to the Programme Coordinator and will be based in Erbil with occasional travel to project locations in KRI and Federal Iraq.


The main duties relating to this position are:

 Monitoring and Evaluation responsibilities:

  • Lead the DCA MEAL activities
  • Engage with programme teams in carrying out all the M&E activities and strategies requested by the coordinator.
  • Act as accountability focal point for field offices and DCA including managing the accountability plan.
  • Handle the internal information management process
  • Organise, participate, and collect M&E data and process/ analyse data collected by the partner for assessments and output tracking.
  • Provide technical support on M&E and results-based management to the relevant project staff and partners
  • Support partners MEAL Officers in formulating recommendations and following it up in the MEAL reports to improve the activities
  • Participate with the MEAL Advisors in developing and testing MEAL tools
  • Support in the creation of projects, programme and country-based log frames and M&E plans
  • Provide support as needed in drafting donor reports and projects follow up or closing reports

GIS Responsibilities:

  • Collects, cleans, and prepares data to support HMA projects.
  • Develop spatial analytic forms, maps, dashboards, and geographic tools that support proper reporting for HMA operations in the respective areas
  • Ensure proper data management and accessibility by all respective staff and partners.

Training Responsibilities :

  • Train program staff and partners on MEAL systems and Data collection tools.
  • Provide trainings on GIS as user/developer when needed for DCA staff and the partners
  • Identify training needs for DCA partners regarding MEAL, Data management and Data Collection.

Other tasks and duties:

  • Other duties as specified by the Programme Coordinator.


Qualifications & Preferred Skills

Applicants must have the following qualifications and experience:

  • University degree; preferably a post graduate degree, with at least 3 years’ experience in MEAL within the humanitarian sector in Iraq.
  • Fluency in English, Kurdish and Arabic.
  • Experience with GIS and Data Management
  • Previous experience capacity building partner organisations is an advantage.
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities, preferably in migrants/refugee settings in complex emergencies;
  • Experience working in monitoring and evaluation of protection, mine action sectors in an emergency context
  • Experience in participatory assessment and community-based monitoring approaches.
