Background World University Service of Canada (WUSC) and Canadian Leaders in International Consulting (CLIC) have been jointly awarded a grant from Global Affairs Canada to implement the project “Bolstering Reconstruction in Iraq Through Development, Growth and Employment” (BRIDGE). The Project’s goal is to improve the employment status of male and female youth, and women in selected sectors and governorates of Iraq. The two key outcome results of the Project are: (i) improved delivery of gender responsive and market relevant Vocational Training; and (ii) improved employability of targeted male and female youth and women. BRIDGE is addressing the need for short-term stabilization of Iraq by helping beneficiaries integrate into the labour market. It will also support the ongoing reform of the Vocational Education and Training Sector. Nature and Scope The implementation of the training of trainers program aims to develop the capacities of the trainers who will contribute to the delivery of the vocational training programs supported by BRIDGE. It will develop their capabilities to implement competency based vocational training in the three programs ( electrical installation; food preparation; and health administration) and ensure the implementation of the programs according to international best practices. BRIDGE wishes to retain a consultant who will develop the capacity of trainers to deliver competency-based training in the three BRIDGE supported programs at the two vocational training centres in Basra which are supported by BRIDGE. Specific tasks will include: - Developing the capacity of instructors in competency-based vocational training delivery techniques. - Enabling the trainers to prepare the training program. - Raising the efficiency of trainers in preparing training session plans according to the competency-based vocational training methodology. - Developing the capabilities of the instructors in implementing the vocational training program for the trainees according to the competency-based vocational training mechanisms. - Develop the capabilities of the instructors in designing and implementing the evaluation of the trainees before, during and after the training. - Providing trainers with program implementation tools and enabling them to use schedules and forms for vocational training based on competency. - Preparing trainers to contribute to the design, implementation, follow-up and evaluation of on-site training for internship in coordination with labor market representatives. - Coordinate with the BRIDGE training coordinator, the MOLSA ToT department, who will deliver the basic Training of Trainers workshop, and the VTC management and trainers who will deliver the subject-matter technical training to the new trainees. The CBT training, described above, is one of a three-part training program for the new trainers in the two BRIDGE supported VTCs in Basra. Location Home based and in in-country (mainly Basra) The BRIDGE team will arrange for the Consultant’s in-country transportation, accommodation and per diem, reimburse international airfares and will also provide interpretation during meetings and training sessions as needed. The Consultant will be responsible for his/her own arrangements for insurance coverage while in Iraq.
Qualifications & Preferred Skills
● A minimum of 15 years of experience in Technical and Vocational Education and Training ● Proven experience designing, implementing and analyzing competency based curricula that are gender-sensitive and also focus on women’s employability skills and opportunities ● Proven experience in training of trainers in CBT delivery techniques ● Experience in the design, administration and analysis of assessments including delivery of related training for Government officials ● Demonstrated experience in conducting training and providing coaching and mentoring (both face to face and remote coaching) ● Strong computer skills ● Strong communication and writing skills in English and Arabic ● Eligible for a visa to travel to Iraq
