Description

The Mental Health and Psychosocial Support (MHPSS) Deputy Programme Manager supervises the implementation and monitoring and evaluation of MHPSS components of the programs in Anbar Governorate and contributes to their development.

Context

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

Responsibilities and scope of duties

  •   Programs: He/She ensures proper assessment, implementation and monitoring of MHPSS program(s) falling under his/her responsibility, while observing international and PUIs standards.
  •  Logistics and Administration: He/She ensures that activities for which he/she is responsible comply with logistical and administrative procedures.
  •  Human Resources and Capacity-building: He/She supervises the MHPSS professionals working in MHPSS program(s) falling under his/her responsibility. He / She follows-up and supports their wellbeing and reacts to any recognized concerns. He/she provides support to Project Managers in recruitments. He/she identifies training needs of the MHPSS teams and responds to the identified needs.
  •  Representation: He / she represents the association to partners, authorities and local actors involved in the implementation of MHPSS programs.
  • Safety: He / she contributes to compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor.
  • Strategy: He / she contributes to the development of new projects by carrying out assessments and providing input to concept notes and proposals.

 

Specific goals and related activities

  1. IMPLEMENTATION AND MONITORING OF MHPSS PROGRAM/S
  • He/she ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
  • He/she plans activities and ensures that activity timelines are met. In the event of serious delays in project implementation, he/she immediately informs his/her supervisor and proposes solutions to remedy the situation.
  • He/she works in close collaboration with the MHPSS coordination and technical team, Field Coordinator and Deputy Head of Mission regarding the MHPSS strategy, the quality of the project activities and reporting.
  •  He/she ensures the proper functioning of MHPSS programs falling under his/her responsibility, and ensures compliance with goals defined in the project proposal/s.
  •  With the support of the MEAL department, he/she tracks the performance indicators defined, reports on progress to his/her immediate supervisor, signals any difficulties encountered in project implementation, and proposes improvements or reorganization when needed.
  • He/she conducts analysis of program data together with the MHPSS officer, in collaboration with Field Coordinator, MEAL department, MHPSS coordination and technical team and Program Coordinator/Deputy Head of Mission.
  •  He/she ensures the implementation of monitoring and/ or evaluations, according to the defined needs of the project/s.
  •  He/she submits the requested internal and external reports, respecting the deadlines.
  •  He/she ensures that the programs are conducted in harmony with the international and PUI guidelines and framework of operations.

 

  1. QUALITY ASSURANCE OF MHPSS PROJECTS ACTIVITIES
  • He/she familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the team.
  •  He/she creates coordination mechanisms specific to the team, and ensures proper management of all MHPSS professionals.
  •  He/she supports and coordinates the mapping of the resources that could be useful to respond to MHPSS needs both across different levels of intervention and different geographical areas.
  • He/she provides technical support to the MHPSS teams as required (ad hoc and structured capacity-building) with the help of the MHPSS coordination and technical team.
  • He/she welcomes regular  technical supervision from the MHPSS coordination and technical team.
  • He/she advocates on all MHPSS related issues and / or concerns, internally within PUI and externally as required.
  •  He/she ensures that confidentiality and consent processes are in place and adhered to.
  •  He/she assists in the development and implementation of the technical monitoring tools for the projects activities for all MHPSS components. 

 

  1. HUMAN RESOURCES MANAGEMENT
  • He/she prepares job profiles for members of the team, has them endorsed by the Project Manager/Field Coordinator, and participates actively in the hiring process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members, with close collaboration with the HR department.
  • He/she ensures that each person is subject to a documented appraisal at least once per contract period and per year, and at a minimum before leaving the mission.
  • He/she identifies the training needs of the team and addresses them, with the support of the MHPSS coordination and technical team.
  • He/she constructs the organizational chart of the team, and has it endorsed by the Project Manager/Field Coordinator.
  • He/she ensures technical supervision of the MHPSS field staff, and provides advice/guidance to improve the practices.
  • He/she follows-up the wellbeing of his/her team members and reacts accordingly, with the support of MHPSS coordination and technical team and HR department.
  • He/she ensures that HR documents (attendance sheet, leave request, etc) are communicated to the Administrative Manager on time.
  1. ENSURE LOGISTICAL AND ADMINISTRATIVE SUPPORT FOR MHPSS PROGRAMS
  • He/she addresses his/her needs for MHPSS materials to the Field Coordinator in line with available budgets.
  • He/she takes into account the time and logistical constraints of the mission, as well as the purchasing rules specific to the programs, in order to ensure that his/her requests are realistic in light of procurement timelines.
  • He/she contributes to the analysis of supplier of bids for purchases with highly technical specifications.
  • He/she participates actively in the preparation of calls for tender in collaboration with the logistic manager of the base, the Logistics Coordinator and the procurement officer at Headquarters.
  • In coordination with the logistics department, he/she ensures appropriate storage of MHPSS materials.
  • In coordination with the Logistic manager, he/she organizes the logistical components of his/her programs (delivery, distribution, on-site storage, etc).
  • On a monthly basis he/she provides the Administrator with all information necessary for the development of cash flow estimates specific to his/her program(s).
  • He/she ensures that the monthly budget tracking of the program(s) falling under his/her responsibility is up-to-date, participates in analyses, detects possible anomalies and proposes adjustments.

 

  1. ENSURE THE REPRESENTATION OF PUI BEFORE MHPSS PROVIDERS
  • He/she represents the association before local actors involved in the implementation of MHPSS programs, and ensures that good relations are maintained with them, consistent with the principles of neutrality and independence of PUI.
  •  When necessary, he/she participates in MHPSS working group and protection meetings and reports on highlights to the MHPSS Coordinator and Field Coordinator.  He/she also participates in other coordination meetings, representing PUI at both locaL and regional level.
  • In the event of visits from donors, he/she participates actively in the preparation and the smooth organization of the visit.

 

  1. ENSURE THE SAFETY OF PROPERTY AND PEOPLE
  •  He/she ensures that the safety plan is known by the team falling under his/her responsibility and that safety rules are respected.
  •  He/she contributes to data collection on safety issues in his/her field of operations and disseminates them to the Field Coordinator regularly or on an ad-hoc basis if urgent, together with the MHPSS Officers.
  • He/she ensures that project/s, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm. He/she alerts the Head of Mission without delay, in case of impending danger to teams or beneficiaries.

 

  1. CONTRIBUTE TO THE DEVELOPMENT OF NEW PROPOSALS
  • He/she participates in identifying MHPSS-related needs in coordination with the Program Manager, MHPSS coordination and technical team and Deputy Head of Mission.
  •  He/she contributes to the preparation of project proposals for the MHPSS sector.
  • He/She participates in the strategy development of the mission according to request.
  • Team Management -
    - Direct management: 2 MHPSS Officers.
    - Indirect Management: 23 MHPSS professionals (psychologists, psychosocial workers and community health workers)
