Description

Tasks

 

1.     Security risk management

  • Monitors the security situation and advises on short-term, mid-term, and long-term changes based on trends and developments in the Kurdistan Region of Iraq and especially Dohuk Governorate.
  • Collects up-to-date security and political information through a variety of sources.
  • Monitors road conditions in Dohuk Governorate.
  • Maintains security risk mapping.
  • Supports and enables project implementation from a Security Risk Management perspective.
  • Acts as the primary security focal point for all GIZ staff in Dohuk, along with the counterpart Security Risk Management Adviser for Dohuk.
  • Conducts and writes site security assessments (residence, office, sub-office, guest house, warehouse and etc.) and advises on risk mitigation measures.
  • Ensures all policies and procedures are effectively communicated and respected.
  • Supports incident and crisis management.
  • Acts as an emergency Point of Contact for GIZ in Dohuk, and provides support to Crisis Management.
  • Regularly visits project sites.

 

2.     Liaison and networking

  • Acts as a focal point to contracted security providers in the Kurdistan Region of Iraq and especially Dohuk.
  • Cultivates a positive and collaborative relationship with projects and colleagues.
  • Establishes and maintains contacts across the relevant security actors in and around Dohuk.
  • Establishes and maintains contacts with relevant sections of NGOs, GOs, and UN organizations, and attends the local security meetings organized by development organizations if possible
  • Establishes good working relationships with governmental bodies and senior local security authorities and maintains friendly relations with domestic security and intelligence services.

 

3.     Security briefings and advise

  • Briefs and advises the Senior SRMA North on the security and political situation in the Kurdistan Region of Iraq and especially
  • Provides safety and security briefings for newly arrived national and international staff.
  • Delivers routine and ad-hoc security-related briefings for project management in the Kurdistan Region of Iraq and Dohuk.

 

4.     Reporting

  • Provides regular updates to the Senior SRMA North to inform security briefings and coordination/information meetings.
  • Records and reports any project-related irregularities and dissatisfaction.
  • Immediately reports all incidents regarding transportation to the RMO.
  • Drafts incident reports, threat warnings, and advisories, etc.
  • Supports the biweekly in-country briefing and RMO’s analysis products.

 

5.     Other duties/additional tasks

  • Supports fleet management and movement monitoring as well as colleagues’ journey management.
  • Is prepared to occasionally stand in as Fleet Manager in Dohuk to cover absences.

Qualifications & Preferred Skills
  1. Required qualifications, competencies and experience

 

  • Decision-making capacity: Demonstrated well-balanced judgment in security management skills to mitigate vulnerabilities, threats, and risks as well as manage protection issues. Willing to take the right decision rather than the easy decision.
  • Planning and organization: Sound organizational and time-management skills including a strong service orientation. Ability to plan and organize assignments with little supervision, prepared to ask for support when required.
  • Accountability: Operates in compliance with service rules, regulations, policies and procedures. Assumes responsibility for actions and decisions.
  • Technology awareness: Computer skills and basic familiarity with vehicle tracking systems are required.
  • Work under stress: Professional and courteous attitude and demonstrated ability to work effectively in a stressful environment.
  • Communication: Ability to provide instruction clearly and concisely both verbally and in writing. A high sense of confidentiality.
  • Teamwork: Ability to work as part of a team. Ability to work in a multi-ethnic environment with sensitivity and respect for diversity, including gender. Ability to manage interpersonal conflicts with a high level of self-reflection.
  • Commitment to continuous learning: Interest in upgrading and learning new skills in this professional field.

 

Qualifications

  • University degree in a related area such as logistics, business administration, political science.
  • Professional training in safety and security, security risk management, occupational health and safety, first aid, and fleet management are an asset.

 

Professional experience

  • Minimum of 5 years of progressive working experience in security risk management roles in INGO, GO, UN or similar organisations.
  • Proven working knowledge of security risk management for humanitarian/development actors.

 

Other knowledge, additional competencies

  • Good working knowledge of IT and computer applications (e.g. MS Office, Google Maps, and others).
  • Written, speaking and comprehension proficiency in English and Kurdish, essential. Arabic an asset.
  • Well-connected and well-respected in the geographical area of responsibility.
  • Excellent social skills to build further network of contacts.

Duty station

Dohuk, Iraq with duty travels throughout Iraq.
