Mission East, founded in Denmark in 1991, is an international humanitarian and development organisation undertaking disaster relief and development programmes in Middle East, Eastern Europe, and Asia.


In Iraq, Mission East provides assistance for both urgent basic needs for those displaced by violence as well as longer-term support for returnees and IDPs in protracted displacement settings. Our current programme includes NFI and shelter, cash transfers, WASH assistance, livelihoods support, protection and psychosocial support activities delivered through multi-purpose community centres.

Overall Responsibility:

Under the supervision of the finance manager, he/she carries out the finance & accounting management of the delegation, in compliance with ME procedures and local legislation. He/she will be responsible for implementing ME rules related to the finance & accountancy at Country level, for monthly and yearly accountancy closure, she/he will offer technical support to the finance team of ME lraq and be the focal point for QuickBooks use.


Main duties and responsibilities:


 1. Efficient accountancy management at country level

. Ensure on-going sound accountancy management that complies with internal ME procedures and local legislation.

. Ensure the spread adherence and monitoring of ME procedures in the area of the

accountancy management.

. Ensures the respect of accountancy deadlines (monthly closure, yearly closure, advances, and accruals closure)

. Responsible for consolidating, controlling, and validating the base accountancy closures.

. Ensure the high-quality accountancy at country level (advances, provisions, exchanges, transfers etc.)

. Give regular feedback to base finance team about the accountancy quality

. visits ME lraq bases for face-to-face trainings if needed.

. Ensure partners financial ledger integrating in QuickBooks and review the partners supporting documents.

. Ensure to be forthcoming about financial practices in place and to propose improvements when relevant


2. Cash & treasury management

. in the absence of the finance manager Ensure timely submission to HQ of the Fund request.

. submit Expats time sheets to HQ on monthly basis.

. Submit Expat advances to HQ on monthly basis.

3. Guarantee compliance with legal framework and donor requirements

  • . Checking the quality of the supporting documents and the expenses allocation prior providing the finance approval.
  • Provide support during projects/donors audits when relevant/requested.
  • . Provide support by preparing all the necessary information/requierments for the yearly statuary audit process (for lraq, Kurdistan and HQ statutory audit).

4. Other:

Accepts new responsibilities as and when those are assigned by the line manager/s

Qualifications & Preferred Skills

Qualifications required:


Education should be of degree level in Finance, Business Administration or Economics.


Experience required.


  • 1-2 years of accounting and finance experience with non-governmental organization.

  • Knowledge of QuickBooks or double entry accounting financial system is a must.


Necessary Competencies


Ability to work effectively with an ethnically diverse team in a sensitive environment.

Personnel management skills: ability to delegate, follow-up, supervise and support

Knowledge of SPHERE and other humanitarian programming standards.

Fluency in spoken and written Kurdish. Working knowledge of English would be an asset.

Excellent computer skills in Word and Excel.
