Description

Background:

The USAID-funded Ta’afi Program is working towards a more inclusive and prosperous Iraq by empowering Iraqis to lead positive change. Ta’afi does this by working with Iraqi partners to organize the community to address local issues and mobilize around common causes affecting all of Iraq.

Reporting and Work Location:

S/he will report to the Deputy Chief of Party-Program. This position is based in Erbil with the possibility of a hybrid working condition (working from the office and home). The hired individual will be expected to conduct site visits and work from home as required.

Responsibilities:

  • Provides input in the design and development of grants (in coordination with the COP, DCOP-P, RPM, PDO, procurement team, and all other relevant staff) to ensure activities are feasible, achievable within current capacity and comply with all relevant policies and procedures
  • Leads the analysis of grant budgets and cost estimates for reasonableness and consistency; setup the financial monitoring of grant activities; oversee the implementation of grant agreements; and manage the closeout of the grant agreement
  • In coordination with the PDO, oversees grant implementation and monitoring of schedule, budget and performance
  • Ensures grant implementation is conducted in compliance with all relevant requirements and donor regulations and follow up as needed regarding grant policy guidance and interpretation
  • Provides regular updates on grants implementation and anticipates and troubleshoots grant implementation challenges with others on the program team
  • Maintains complete and updated grant files in both digital and hard copy format
  • Prepares monthly financial projections and actively tracks the clearance and disbursement rates of grant activities
  • Coordinates as needed with procurement staff to ensure the timely delivery and proper reception of items procured by the project on behalf of grantees
  • Prepares and maintains supporting grant documentation in compliance with all applicable requirements, procedures, and best practices
  • In coordination with finance and procurement staff, assesses grantee capabilities related to activity implementation and advises them on how to enhance them
  • Collaborates with MEL manager and team in the design of MEL plans, and their execution
  • Trains, mentors, and supervises grant assistant(s)
  • Participates and provides input into the development of the program strategic framework, objectives, and proposes concepts for yellow light
  • Other duties as assigned
Qualifications & Preferred Skills

Qualifications

  • Bachelor’s degree required
  • A minimum of two years of experience in grant activity management focused on ensuring that procurement, finance, logistics, and programmatic aspects are implemented on time and in accordance with the specifications of the approved activity
  • Experience with NGOs and/or community-based organizations is preferred
  • An up-to-date understanding and knowledge of political and social conditions in Iraq is strongly preferred
  • Ability/willingness to travel throughout the country on a regular basis
  • Experience managing grants and/or contracts for international organizations is highly desired
  • Experience reviewing and negotiating budgets, drafting memoranda of negotiation, conducting pre-award responsibility assessments, and tracking spending strongly preferred
  • Experience with cash-based activities is preferred
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message
  • Possess creativity and analytical capacity to manage grant compliance issues and assist other staff in ensuring the implementation of grant activities
  • Good analytical ability and knowledge of project objectives so that the key points of grant implementation can be identified
  • Demonstrated commitment to management best practices
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are also required
  • Ability to effectively use computer software including MS Word and Excel
  • Fluency in written and oral Arabic and English is required; written and oral fluency in Kurdish, and other local languages is a plus, but not required

  • Contract period: 12 Months with the possibility of extension  
  • Salary: The salary of this position falls under band FSN-09
