Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.


Action Against Hunger is looking for a Head of Department – Human Resources Based in Erbil.

Work place: Erbil with frequent visits to ACF areas of interventions (Dohuk, Sinune, Baghdad, Basra, Mosul and Qayarrah)

 Type of contract: Initially 12 months Fixed-Term contract with the possibility of extension.

 Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week

 Monthly Basic Salary:  4,114,993 IQD basic salary

 Benefits: Monthly Transport Allowance (130,000 IQD) + Medical Insurance + End of Year Benefit (30% of basic salary per year).

 Purpose of the position:

Define Human Resources policy for the mission and coordinate its implementation and deployment throughout the mission in order to provide optimum support to programs.


Specific Objectives:


  • Contribute to defining mission strategy
  • Supervising the staff administration and payroll
  • Provide for the recruitment and training of all employees and promote career development
  • Ensure a coherent organisation of work and establish a policy of compensation and benefits
  • Implement collective rules and communicate internally
  • Promote and ensure collaboration and coordination in Human Resources with the mission’s partners
  • Prevent and manage cases of fraud and corruption
  • Manage the Human Resources team and the home staff in capital and be support/technical Manager for Human Resources Managers in the bases.


Qualifications & Preferred Skills

Recruitment Criteria:



Master Degree in Relevant field


Professional Experience

, Minimum of 3 - 5years of experience in Human Resources preferably in a similiar context with INGOs

Technical Skills

-        Demonstrated experience on management and capacity building

-        He/she shall have a very good knowledge of HR procedures

-        Experience working on HRMS including Homere, SAGA or Agresso


General Skills

Managerial Skills (if applicable)

-        Good Negotiation Skills

-        Rigorous and adaptable

-        Very Good Organization Skills

-        Integrity and Sense of Confidentiality  and Discretion –

-        Proactive  and Good Team Spirit

-         Able to Work under pressure

        - Result oriented and problem solving person

Language Skills

- Fluency in written and spoken English

- Arabic will be considered as an asset

IT Skills

Proficient with MS office (Word, Excel, PPT & Outlook)

Other Requirements

Demonstrated experience and/or personal commitment to promoting gender equity and equality.
