Position title: HR & Admin Officer 

Reports to: HR coordinator, Admin coordinator & Head Of Office 

Base: Mosul 

Contract duration :  till 31st December 2019

Salary range: 1,600$-1,700$


The Human Resources & Administration Officer is responsible for carrying out all Human Resources and Administration tasks in the sub-office and to support the programmes implementation in Ninewa.
Human Resources Duties and Responsibilities:
1 Conduct national staff recruitment process for the sub-office ensuring recruitment is done within specified time limits, in accordance with HA standards.
2 Arrange and conduct timely induction and orientation sessions and Code of Conduct Training for all new national staff.
3 Ensure records of all HR related information (HR database, leave and documents for personnel files, including interview records) are sent on a timely basis by line managers and staff.
4 Prepare the monthly payroll for all staff employed under the HA sub-office including fixed term, service and daily worker contracts.
5 Prepare the monthly Time sheet for all employees in the sub-office.
6 Ensure the proper and accurate tracking of all kind of leave.
7 Prepare the monthly payroll for all HA staff (fixed term, service, daily workers).
8 Update the staff data on the HR people system.
9 Support the HR department in the country office in posting vacancies, documenting the vacancy announcement, screening resumes, scheduling and conducting interviews, and arrange for the tests as required.
10 Register and revise all data for new hired staff on National staff Payroll system and perform all duties related to contract management.
11 Support on other tasks when required and any other related tasks assigned by the line manager.
Administration Duties and Responsibilities:
1 Track and manage all the payments for the HA sub-office through the implemented tracking system and ensure timely delivery of service and payments.
2 Manage the office, guesthouse, and other venue contracts under the sub-office and payments as required and ensure tracking of payment is done.
3 Manage the maintenance of the sub-office (power, water, AC, fire equipment, etc.) and plan for the handyman, including the eventual procurement of materials and appliances.
4 Manage payments of the sub-office and guesthouse bills.
5 Manage the cleaner(s) schedule and ensure cleanliness in both the sub-office and the guesthouses
6 Support on other tasks when required and any other related tasks assigned by the line manager.

Qualifications & Preferred Skills

Person Specification (Education, Experience, Skills, Abilities) 
Minimum Requirements:
1 Education: Minimum Bachelor degree (HR/Business Administration desired)
2 Minimum of 2 years successful experience in NGOs sector.
3 Knowledge of the Iraqi Labour Law and Policies.
4 Very good computer skills in Microsoft office (other systems desired).
5 Excellent verbal (written) & oral communication skills in Arabic.
Good verbal (written) & oral communication skills in English 
6 Able to communicate complex issues in a concise, accessible and engaging way.
7 Flexibility and ability to work under pressure, manage time and prioritize work to deadlines.
8 Well-developed organizational and planning skills.
9 Punctuality and respect for rules and procedures.
10 Comfortable in planning and delivering multiple activities under pressure.
11 Must be able to maintain the highest level of confidentiality regarding work-related information and data.

Duty Station
The position will be based in Mosul, Ninewa, Iraq.
