In 2003, following the start of foreign military operations in Iraq, DRC became one of the first organisations to provide humanitarian assistance in the country and now operates in 11 governorates, including Anbar, Baghdad, Babel, Diyala, Duhok, Erbil, Karbala, Kirkuk, Najaf, Ninewa and Salah-al-Din.

Overall purpose of the role:

S/he will administrate the core information management system to store all data related to DRC’s programs indicators and beneficiaries, while also collecting, storing, and making available all relevant information and data related to Iraq for the partners.  The IM Officer will process and analyze available information/data related to DRC’s programs and areas of operation in Iraq, according to the information needs of the program teams. This includes basic analytics such as creating visuals, regular reporting, summarizing findings, and data quality checks.

It is critical that the IMS Officer be an excellent communicator, who is supportive, and solution-focused. S/he needs to be analytical, highly motivated, self-driven, and able to support DRC’s portfolio with limited daily support and direction.



  • Delivers training to DRC staff to build their capacities.
  • Provides substantive support to develop systemized and on-demand information gathering – including developing minimum standards and protocols for information management across DRC’s portfolio.
  • Carry out information management functions according to relevant technical specializations such as: information coordination; geographic information systems, infographics, and visualization; secure database development, management, and maintenance; web development such as apps; social media analysis or coordinated assessment analysis.
  • Experience with information management techniques and establishing information management systems, including the use of Microsoft 365, cloud-based services, and qualitative and quantitative data analysis.


  • Work with DRC staff and the MEAL team to develop tailored data collection surveys utilizing ODK-based tools
  • Support the IMS team to enter, manage, analyze and visualize data and information to support DRC partners in close collaboration with their MEAL Unit and program teams, using Power BI, or other visualization and data management tools.
  • Review, analyze and interpret data and information, identify problems/issues, and prepare recommendations.
  • Support assessment initiatives and promote analysis of and learning from results and findings.
  • Contribute to information products such as situation reports, secondary data reviews, and internal reports.
  • Prepare various written and info-graphic outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, maps, graphs etc.
  • Manage and share relevant data received through an existing feedback mechanism.

  • DRC members are expected to support all efforts toward accountability, specifically to their beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.


  • Conduct duties in accordance with DRC Iraq program Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Ensure compliance with DRC AGD policy and AGD programmatic minimum standards.
  • Ensure compliance with the zero-tolerance to Sexual Exploitation and Abuse policy.
  • Any other duties as may be assigned by the Line Manager.

Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National Staff.

Qualifications & Preferred Skills

Experience and technical competencies:

Technical competencies

  • 2+ years of progressively responsible professional experience in managing information in emergency management, humanitarian crisis, or related area.
  • Excellent technical skills in database development, cloud-based technologies, data visualization, mapping, data analysis (qualitative and quantitative), etc.
  • Relevant field experience, in managing information in a conflict context or complex emergency at the international level is desirable.
  • Proven ability to work cooperatively with internal and external stakeholders, and to play a leadership role in convening groups. Astute skills in relationship building and coordination.
  • IMS and/or M&E experience in the sector is desirable as well as tools such as ODK/mobile data collection, Arc GIS, and MySQL.
  • Excellent writing and communication skills are required.
  • Willingness and ability to travel frequently to project sites and fields. Locations, including traveling to insecure environments, if required.


  • Proven experience in the development of Accountability systems and tools for INGOs.
  • Experience in training and capacity-building of staff.
  • Commitment to humanitarian principles and values.
  • Understanding of gender, protection, and human rights.


Education: (include certificates, licenses etc.)

  • Bachelor’s degree or equivalent in Geographic Information Systems, Information Management, Information Systems, Information Technologies, Social Sciences or a related field is required. Masters is preferred.
