Position:                                            Project Officer – Markets and Skills Development

Grade:                                                5

Reports to:                                       Project Coordinator - Agriculture

Supervision of:                                Project Assistants

Duty station:                                    Ramadi, Anbar

Travel:                                               80%

Duration and type of contract:   1 year, fixed term contract extendable.

  1. Role and responsibilities

The purpose of the officer position is day to day implementation of the Markets and Skills Development activities under “Activating Markets and Agricultural Livelihoods Project” in Anbar governorate (Ramadi and Ana Districts).

 

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  1. Implement delegated CC project portfolio according to plan of action
  2. Prepare and develop status reports as required by management
  3. Ensure proper filing of documents
  1. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  1. Promote and share ideas for technical improvement

 

 

 

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

 

  • Lead on selection and registration of eligible micro/small/medium-sized non-farm agro-businesses for support.
  • Supervise day to day delivery of business development and management training by external consultant or service provider.
  • Conduct trainings and or offer follow up support/mentoring on Business Plan Development and management.
  • Lead on distribution of business grants to selected businesses
  • Post grant distribution monitoring and follow-up monitoring of businesses receiving grants.
  • Identify and provide support to Business Development Services (BDS) with training, technology transfer, marketing assistance, business advice, mentoring to receivers of business grants
  • Strengthen agriculture markets linkages.
  • Lead on labour market assessments and identify skills required or on demand in the labour market.
  • Register and select beneficiaries for skills development
  • Supervise skills training through vocational training, apprenticeship and or job placements including soft skills/employability training.

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Other Core Competencies or technical departments such as namely ICLA, Education, Cash and Livelihoods for programme integration and referrals.
  • Monitoring and Evaluation (M&E) department
  • Security and Access
  • Logistics
  • Finance

 

Scale and scope of position

Staff:

Directly manage 2-4 Project Assistants and enumerators/daily workers when necessary

 

 

Stakeholders:

Key external stakeholders the post has relationships with INGOs staff, local NGOs staff, civil society, Government departments,  local business people and local community leaders

  • University degree or higher education in Business Management, Marketing or other business qualifications relevant to the assignment.
  • 2-3 years’ experience of working in similar livelihoods projects in a humanitarian/recovery context preferably related to markets and skills development.
  • Previous experience working in complex and volatile contexts
  • Demonstrated results implementing and tracking field-based activities
  • Experience conducting project inceptions with communities
  • Experience conducting beneficiary identification, verification and registration
  • Experience supporting referrals and/or identifying service providers

 

 

 

Context/ Specific skills, knowledge and experience:

  • Strong communication, interpersonal, analytical and negotiation skills.
  • Overall good knowledge of geography, local population and local language in the areas of operational interests.
  • Previous experience working in Markets and skills development activities with non-governmental organization (NGO).
  • Ability to show leadership in a multi-cultural team.
  • Fluency in Arabic both spoken and writing.
  • Fluency in English is an advantage.
  • Competencies in all computer related tasks including Word, Excel, and Outlook.
  • Good understanding of community participation, and very good ability to communicate with beneficiaries.
  • Ability to manage high/low workload depending on emergencies.
  • Ability to work under pressure and with limited supervision in a challenging environment.
