Background

Catholic Relief Services (CRS) is the international relief and development agency of the U.S. Catholic community. CRS works in over 100 countries around the world helping people in need regardless of race, religion, or ethnicity. In Iraq, CRS works in close partnership with Caritas Iraq to support conflict-affected people to live in dignity. With offices in Duhok, Mosul, Erbil, Kirkuk, and Baghdad, programming includes critical relief items, shelter and improved water and sanitation, educational and psychosocial support for children, and livelihoods recovery.

Location

The position is based in Erbil with extensive travel (50%) to Dohuk, Ninewa, and other field locations as required for partner capacity building, assessments, distributions, project activities, trainings, monitoring, and staff management. Periodic travel to other areas of Iraq as security permits. The Project Manager will be required to strictly follow CRS and Caritas Iraq security procedures and plans.

Summary

Under the supervision and guidance of the Livelihoods Program Manager and in close collaboration with Caritas Iraq, the Project Manager (PM) will manage CRS Livelihoods projects in Ninewa governorate. The PM will supervise CRS Livelihoods staff in the CRS Mosul office, and support matrix management of the Livelihoods program across Iraq. In addition, the PM will provide support for Caritas Iraq staff implementing livelihoods activities in Ninewa with CRS funding and ensure that all project activities are in compliance with CRS policies and USG regulations (where relevant). The PM will assume responsibility for the quality of projects, including assessment of needs, analyzing data collected, supporting the design of intervention strategies and managing livelihoods activities. The PM will contribute to the development of proposals, budgeting and grant management, reporting, and risk management functions. The PM and her/his team will consistently support the capacity of Caritas Iraq and ensure projects are well coordinated with local authorities, other national and international NGOs, and the UN cluster system.  

Key Responsibilities

Staff Supervision

   Recruit, on-board and supervise Livelihoods Project Officer(s); manage, train and coach these staff in achieving project goals.

   Provide support to Caritas Iraq staff members working in livelihoods programming and support and accompany Caritas Iraq livelihoods programming.

   Continuously support the professional development of his/her team and partner staff by providing clear orientation, feedback and coaching and learning opportunities.

   Promote strong linkages and exchange with other CRS staff and departments engaged in programming to ensure the sharing of best practices and expertise. 

 

Program Quality and Management

   Under the guidance of the Program Manager and other relevant staff, contribute to the development of proposals for new funding opportunities.  

   Implement needs assessments and feasibility studies, including local market surveys or value chain assessments where needed, to identify and evaluate potential livelihoods programming.

   Support the Program Manager in the design, management, and implementation of livelihoods activities, including decisions on the best modality for early recovery livelihoods programming

   Plan, implement and track progress on livelihoods activities according to a Detailed Implementation Plan; ensure implementation on time and within budget and that activities deliver positive change for beneficiaries; set high quality performance targets and ensure adherence to technical standards, best practices and donor guidelines.

   Oversee the work of the project team during preparatory work and assessments, technical requirements, targeting and selection, program modalities, and compliance with CRS agreements and governmental requirements.

   Oversee delivery of trainings as part of program implementation on the following topics: business plan development, household budgeting, marketing, and other activities related to livelihoods recovery as needed

   Work with other PMs and regional technical advisors to identify technical assistance needs for CRS and partners, where relevant, and take the lead in developing SOWs and follow up with potential Technical Assistance support visits from other parts of the Country Program, the region, or externally.

   Where relevant for cash transfer or voucher modalities, ensure that CRS and donor protocols are followed throughout registration, distribution and follow up.

   Ensure the development and implementation of strong MEAL (Monitoring, Evaluation, Accountability, and Learning) systems for the project, using appropriate CRS tools and resources to maximize project impact on beneficiaries; ensure that quarterly project reviews are undertaken for projects and resulting learning fed back into project design.

   Oversee management and maintenance of up to date documentation related to the project in both hard and soft copy.

 

Partnership and Capacity Building

   Establish and maintain excellent collaborative working relationships with Caritas Iraq, identify both PQ and MQ capacity building needs, and work with the Program Manager and Head of Programs to ensure strong support for Caritas capacity throughout project activities.

   Promote the involvement of partners at all stages of the project cycle and facilitate coordination with partners, including knowledge management, learning and capacity building for partner staff.

   Ensure intensive communication with partners, governmental representatives, and other stakeholders in all phases of project implementation.

 

Programmatic Reporting and Growth:

   Ensure timely and accurate contributions to project narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, church, donors, the CRS region or headquarters.

   Advise Program Manager and senior management about issues affecting project implementation, or key local issues affecting future grant/project developments.

   Actively participate in the design and implementation of new initiatives that would improve the existing project.

   Support proposal development for new project proposals, as necessary

 

Budgeting, Financial Planning and Compliance

   Under the supervision of the Program Manager and in coordination with the finance team, support budget development and management for projects under his/her responsibility, including the review and analysis of budget comparison reports.

   Ensure projects are managed in compliance with CRS and donor regulations.

   Ensure robust collaboration with CRS procurement team and operations quality counterparts for the timely procurement of project inputs according to CRS and donor policies and procedures.

 

Representation, Coordination and Communications

   Lead regular team meetings and take part in staff meetings. Support cross-team learning through regular meetings with other sector teams.

   Ensure a high level of collaboration and coordination with other NGOs, the government and key UN partners. Actively participate in relevant cluster meetings, working group meetings and other external coordination meetings related to livelihoods programming in Iraq. Explore potential linkages and build alliances when appropriate to ensure optimal programming quality when appropriate.

   Regularly meet with representatives of businesses, NGOs, service providers and government partners to discuss needs, opportunities, and concerns with livelihoods programming and to build cooperation and strategic partnerships with CRS.  

   Coordinate with other agencies and local authorities in support of livelihoods activities.

   Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.

   Support with the coordination of visits of CRS, donor and partner staff as needed.

Supervisory: Initial supervision of 1 Livelihoods Project Officer, with the potential of supervising additional Livelihoods Project Officers and/or Livelihoods Assistant Project Officers

Internal: Livelihoods Program Manager; Livelihoods Officer(s) and Assistant Project Officer(s) throughout the Country Program; MEAL staff; Head of Programs; Procurement, Finance, Admin and Security staff and Programming staff from other sectors working in similar areas

External: Local partner organizations (especially Caritas Iraq staff in Dohuk and Qaraqosh); local and international organizations; governorate and municipal government officials; donor representatives; community leaders and other local actors.

Qualifications

·    Master degree in a directly related field preferred, significant work experience in a directly related field will be considered in lieu of graduate degree.

·    Minimum of 5 years work experience in development and/or emergency programs; at least 2 years working in livelihoods-related programming preferred.

·    Demonstrated experience in community engagement among local actors.

·    Experience with market assessments and analysis, including labor market analysis and value chain analysis; experience with SMEs or entrepreneurship activities a plus

·    Excellent writing and communication skills in both English and the appropriate local language.

·    Strong computer skills (MS Word, Excel, Outlook and Power Point).

·    Experience in working with grants funded by USG, UN Agencies preferred. 

·    Knowledge of Sphere emergency guidelines.

·    Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds.

·    Demonstrated capacities to establish and maintain strong, collaborative working relationships with donors, government officials, local organizations, communities and other stakeholders.

Language Required:

·    Fluency in written and spoken Arabic and English. Ability to make oral presentations and write clear reports and guidance in Arabic and English.
