Job description


Overall purpose

The main objective of the PHCC Manager is to ensure the daily work of the PHCC including all health activities, with good team management, and contribute to the data collection and reporting.


Responsibilities and scope of duties


  •   PHCC organization: S/He ensures a good organisation of the PHCC and is responsible for the implementation and monitoring of the relevant standards of operating procedures (SoP).
  •  Team Management: S/He supervises the complete PHCC staff and s/he is direct line manager of the Clinic leads, community health worker team leader, cleaner team leader, pharmacist, sonographer ambulance drivers, registrar.
  •  Data collection and reporting: S/He ensures monitoring, reporting and follow up of the medical data in collaboration with the MEAL team
  •  Representation: S/He Represent PUI with camp authorities and other partners


Specific goals and related activities

1.              PHCC ORGANISATION


  • Supervise medical activities including nursing activities, consultations, referrals, laboratory services, data collection, prescription, provision of health education, MHPSS activities and reporting according to relevant protocols and standards. Ensure an oral handover at every team changeover.
  • Ensure that drugs, medical supplies and materials storage respect standard rules (hygiene, notification, stock cards…).
  • Ensure that all patients are treated equally with respect of ethical and confidential issues and Première Urgence Internationale Charte.
  • Report to the Health Program manager any problem in the clinic especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organizational issue.
  • Supervise the community health workers team and ensure the implementation of awareness raising activities (in/outside of the PHCC).
  • Assist the Health Program Manager in preparing Purchase Requests and follows up the procurement process in coordination with logistics department.
  • Organize and monitor the waste management according to the waste management procedures.
  • Support any other activities such as vaccination, health assessments, survey, etc…according to the needs.




  • Familiarizes himself/herself with the Internal Rules of Procedure of PUI for the mission, and ensures that they are known and respected by the team.
  • Organize and supervise team work regarding team capacity in order to cover all PHCC needs.
  • Is responsible for the PHCC staff and activities and must be available in case of emergency.
  • Is aware of the security rules and social and political situation in the field at any time and provide feedback to the health program manager.
  •  Manage all PHCC staff monthly planning (timetable), annual leaves and attendance sheets, and ensures that all HR documents are communicated to the HR department.
  • Support the Health Program Manager in the regular identification of training needs of the team. Ensure the implementation of relevant trainings.
  • Manage the regular appraisal of PHCC staff in collaboration with the Health Program Manager.
  • Support the Health Program Manager in the recruitment process for new team members.




  • Supervise the data collection:
  • Medical prescription (readable, dated and signed)
  •   Epidemiological data and all medical/nonmedical data Drugs and medical materials and non-medical material consumption.
  • Report all the previous information to the HPM and collaborate to the weekly reporting (narrative and epidemiologic), including HIS and EWARN reports.
  •   Support the Health Program Manager in the follow-up of project indicators and reporting to donors (narrative and financial reporting).




  • Is the focal point in the PHCC for external partners and provide explanation on the PHCC organization if needed.
  • Attend Première Urgence Internationale internal meeting, on request from the Health Program Manager.
  • Attend external meetings with partners (DoH, clusters…), on request from Health Program Manager.

Education / Training


  •   Valid medical/paramedical diploma


  •  Training in Project Cycle Management
  •  Training in Management or logistic


Professional experience

  •   At least 2 years as a medical doctor/pharmacist/paramedical compulsory (Hospital, Private pharmacy, NGO…).
  •   Experience in team management
  •  Practice in humanitarian context
  •  Management of a health structure an asset
  •  Experience in epidemiological data collection and management
  •  Experience in NGO
