The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being.

 

The Business Competitiveness and Job Creation Initiative (BCJCI) is a five-year strategy within DCEO to support private sector firms as they identify and overcome specific business constraints hindering growth. The project will also support local business associations and networks in their work to identify shared impediments to growth and trade and advocate. BCJCI will also provide new opportunities for young Iraqi entrepreneurs to access cutting edge business incubation services and/or receive support that will accelerate the growth of their micro/small businesses.

 

OBJECTIVES/PURPOSE

Procurement Specialist will serve as the key bridge between the technical implementation of in-kind support to client firms and the operational delivery of assistance. Procurement Specialist will manage the BCJCI pipeline of procurements (services and goods); serve as the focal point for task orders issuance under IQC/IQS mechanisms; and provide assistance in the development of technical specifications, solicitations, and award determinations.

Responsibilities

  • Manages the BCJCI Procurement Pipeline, ensuring efficient, timely, and responsive delivery of services and goods to BCJCI client firms.
  • Respond in a timely manner to procurement requests as approved by Grants and Implementation Director, BCJCI Task Order Director, and/or the Chief of Party (COP).
  • Supports Business Counselors and client firms in the development of technical specifications and scopes of work for solicitations.
  • Works with the operations and technical procurement team to move procurements through the market research, solicitation, review, evaluation, award and payment phases.
  • Conduct price/cost/reasonability analyses and market surveys.
  • Supports with compliance checks and visual compliance reviews.
  • Work directly with local, regional or international vendors and service providers to obtain quotations for procurements of requested commodities and services in a timely fashion.
  • Drafts RFQs and prepares Purchase Orders; prepares comparative evaluation summaries and helps to usher procurements through the PAR stage to contract award stage.
  • Takes part in drafting project procurement documents including all solicitations, negotiation memos, consents to subcontract, and waivers.
  • Travel as required to inspect and/or receive delivery of equipment at activity sites.
  • Processes vouchers and payment requests, when applicable.
  • Ensure Chemonics/USAID and FAR policies, and procedures are followed and enforced.
  • Liaises closely with BCJCI TO Director and Private Sector Development Specialist, in addition to the Business Counselor team, to support procurement needs.
  • Manages vendor relationships and supports the uptake and use of pre-qualified IDIQ/TO vendors.
  • Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
  • Other relevant and related duties as assigned.

                                       

 

Required Skills and QUALIFICATIONS :

  • Bachelor's degree in Business Administration, Business Operations or related field.
  • Minimum of three (3) years of experience in procurement, grants, or subcontracts, preferably under USAID or other donor-funded programs.
  • Experience in machinery and equipment procurements, import standards, and customs is highly preferred.
  • Ability to work in a professional and cordial manner with internal and external entities (staff members, organizations, vendors, etc.)
  • Ability to work independently with minimal supervision to achieve results.
  • Demonstrated maturity, dependability, integrity, and initiative to learn competencies and skills required
  • Strong interpersonal skills and ability to work with culturally diverse staff
  • Fluency in written and oral English is required. Fluency in written and oral Arabic and/or Kurdish is required
