Mercy Corps Iraq focuses on (1) a relief-to resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict affected populations to meet their own needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.

Program / Department Summary

Youth-Oriented Innovative Employment and Livelihoods towards Durable Solutions for IDPs, Host Communities and Syrian Refugees in Iraq (YIELDS) is a 2-year—2019-2021—livelihood program that aims to enhance transferable employability skills of displacement affected population through market-based trainings that combine skills-development training with a practical component linking beneficiaries to the labor market and linking job-seekers with the private sector through job matching and counselling. The urban project targets 600 participants (35% women) in Sulymaniyah and Erbil, Kurdistan Region of Iraq with an emphasis on women and youth (ages 18-30). Key activities include Transferable Skills and Career Development training for technology-enabled employment creation, business support to MSMEs, as well as internship/job placement for qualifying program participants and business support to participating businesses.


The program assistant will work closely and under supervision of Senior Livelihood Officer to implement the program activities of YIELD Program in collaboration with local partners team to enhance the livelihood of host communities, IDPs & Refugees in conflict affected communities in the targeted area, through livelihood restoration, S/he will be in the field to follow the program activities on daily basis.

Essential Job Responsibilities:

  • Assist with general program operations and field-based activity.
  • Monitor ongoing activities in the field, and track deliverables and outputs.
  • Submit weekly activities progress report for program implementation of livelihood activities.
  • Provide administration support for the program officers in both MC offices and the field.
  • Track procurement and payment process.
  • Attend project related meetings and trainings.
  • Manage the program filing system for all activities and ensure that information is organized accordingly to the reporting and auditing needs of the program. Ensure required levels of confidentiality.
  • Translate necessary documents to/from English to Kurdish & Arabic upon request.
  • Assist PO in identifying, planning, and addressing priority needs.
  • Provide administrative support to the Head of Livelihood Programs.
  • Support other livelihood programs (when needed).
  • Any other duties as assigned as directed by the Program team.


  • Follow Mercy Corps procedures.
  • Abide by all security protocols.
  • Act professionally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
  • Support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging with beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.   

WORKS DIRECTLY WITH: MEL Unit, Program staff, local partners’ staff, logistics and finance teams, other MC team members and the Head of Livelihood Programs.

REPORTS DIRECTLY TO: Senior Program Manager

Qualifications & Preferred Skills

Knowledge and Experience :

  • Previous administrative work experience is preferred.
  • Previous experience with international or local NGOs.
  • Previous experience in livelihood programming is preferable.
  • Knowledge of humanitarian and social actors in the region
  • Proficiency with MS Office software required (Outlook, Word, Excel, and PowerPoint).
  • Professional proficiency in English and Arabic required. The candidate should be able to communicate at a professional level with staff, stakeholders and beneficiaries.
  • Must be self- motivated, creative, tolerant, and able to work in difficult, stressful environments.
  • S/he must respect diversity and gender equality at the workplace.
  • Ability to multi-task, meet deadlines and process information in support of changing program activities.
  • Ability to work with diverse groups of people, diverse team of individuals in a highly intense and fluid work and security environment.
