Program / Department Summary
Mercy Corps is implementing the “Better future through Reconciliation and conflict Prevention in Anbar”. The programs aim to reduce and prevent violence through conflict management and prevention mechanisms in Ninawa. Efforts to advance social cohesion and tolerance between different sectors of society are crucial to promoting an inclusive and sustainable peace for all Iraqi people. Mercy Corps’ community driven approach to conflict management and prevention will strength the ability of province and community leaders to manage and prevent conflicts, promote reconciliation and trust between communities, and amplify the role of women and youth in decision-making.
GENERAL POSITION SUMMARY:
The Conflict Management program officer will work closely and under supervision of Sr. Program Officer to implement the daily activities of Social Cohesion and Conflict Management Program in Anbar to enhance social cohesion in the targeted communities through working closely with our local partner IQCM to support crises management cell (CMC), the community leaders to address and re-solve the disputes and conflicts in their communities and support the female community leaders to empower the vulnerable women in the targeted comminute. Finally he/she will work with program assistants to support the SSG (Stabilization Support Groups) and Youth Groups in implementing social projects and initiatives to enhance the stabilization in their communities.
He/she will supervise 2 program assistants and local partner staff to support them to complete the program activities.
He/she will maintain a strong network with various stakeholders in the governorate, frequent travel from Haditha to other districts and occasional travel to the other parts of the country will be required.
Essential Job Responsibilities:
- Implement and organize program activities in Anbar according to the work plan.
- Regular site visit to the program implementing areas to follow program activities implementation.
- Work together with local government and local partners to facilitate and coordinate the program activities implementations.
- Supervise 2 program assistants to support them to complete the program activities.
- Work closely with Iraqi Center for Conflict Management IQCM to recruiting according to selecting criteria and capacity building of community leaders (CLs), female community leaders(FCLs) and crises management cell (CMC) members.
- Work closely with program assistant to recruiting according to selecting criteria and capacity building of stabilizing support groups (SSGs) and providing technical support to them to implement the social projects and initiatives in collaborating with CMC and CLs in targeted areas to enhance the stabilization process.
- Work closely with program assistant to recruiting according to selecting criteria and capacity building of Youth Groups (RYGs) and providing technical support to them to implement the social projects and initiatives in collaborating with CMC and CLs in targeted areas to enhance the stabilization process.
- Work closely with program assistant and partner LNGO to setup and managing Youth Creative Hub.
- Submit monthly and weekly activities progress report for program implementation to the Sr. Program Officer.
- Support in the documentation process for program activities.
- Prepare additional reports/presentations/statistics as needed.
- Attend project related meetings and trainings.
- Abide by all security protocols.
- Disseminate and document success stories of program
- Conduct him/herself professionally and in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.

Knowledge and Experience
- Bachelor’s degree or equivalent.
- At least 2 years of work experience with an INGO / local NGO in CM field.
- Prior skills in conducting training is a plus
- Demonstrated success working effectively and respectfully with multiple stakeholders including the private sector, local authorities and partners in complex environments.
- Successful and proven negotiation, communication and organization skills
- Computer skills – Word and Excel desired
- Language skills – Arabic, English desired
- Ability to work and interact with a diverse staff from different ethnicities and backgrounds
- Ability to conduct oneself with sensitivity and respect toward others

QUALIFICATIONS AND EXPERIENCES:
Successful candidates should meet the education and experience requirements in the position descriptions for the vacant positions and should have a strong and demonstrated knowledge of safety and security management, good written and spoken English, computer Skills and local languages.
S/he must be self- motivated, creative, tolerant, and able to work in difficult, stressful environments and follow procedures. S/he must respect diversity and gender equality at the workplace.
