Location:         Tikrit, Iraq - with frequent travel to field locations in Salah al-Din Governorate

Annual Budget: No direct budget management responsibility, but in collaboration with line manager will be responsible for tracking expenditure of day to day engineering activities and preparing requisitions when and where required. It can alter as per change in the context.

Iraq Context

Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.

 

  • Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the camps to allow construction work and solid waste management; and Distribution of emergency winterisation kits.

 

  • Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under these areas of work include: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting rehabilitation of infrastructure of public interest (irrigation canals, main roads).

 

  • Promotion of Women Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.

 

In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

  • Water Sanitation and Hygiene
  • Emergency Food Security and Vulnerable Livelihoods
  • Non-food-Items and Shelter
  • Protection of lives and rights of civilians
  • Gender Justice
  • Monitoring, Evaluation, Accountability and Learning
  • Advocacy and Media work

 

Team Purpose

To support conflict-affected populations access appropriate and equitable assistance that meets humanitarian needs and reduces underlying drivers of conflict at all levels.

Job Purpose

To deliver the engineering interventions of project in Salah al-Din, and to support the Project coordinator, EFSVL team and Program Manager to supervise the relevant project activities to effectively implement in the targeted locations. 

 

Responsibilities and Accountabilities

Needs and technical assessment for all type of Livelihoods infrastructure:

  • To conduct technical need assessment for all livelihood interventions in targeted areas.
  • In collaboration with project team participate in selection of targeted communities and ensure registration of beneficiaries for irrigation infrastructure (irrigation channels, CFW schemes etc.) in targeted areas.
  • To conduct technical assessment and feasibility survey for all irrigation infrastructure in targeted area.

Project Implementation :

  • Preparation of BOQs and drawings for all irrigation infrastructures to be implemented in the targeted areas.
  • Execute implementation of all livelihoods infrastructure activities as per implementation plan, BOQs, drawings and specifications.
  • Monitor and supervise rehabilitation of greenhouses, irrigation channels, water pumping stations and ensure effective implementation at ground level.
  • Maintain material record at construction sites and ensure quality of all material arrived on all sites.
  • Validate the progress and quality of work of the CFW workers/contractors, and make the connection with the administration and logistics to ensure their payments are done well on time.
  • Identify project supplies needs, prepare requisitions and coordinate with logistics team to ensure materials arrive timely to work site.
  • Taking timely program advances for labour payments and other activities and ensure it’s on time settlement.
  • Ensure community participation in all infrastructure activities.
  • Ensure all irrigation infrastructure activities are well coordinated with local authorities and all stakeholders, also ensure integration of engineering activities with other livelihoods activities.
  • Technical Training of Community Action Groups and volunteers.
  • Regular visits to field areas to supervise all infrastructure activities and ensuring quality of all irrigation infrastructures.

Monitoring, Evaluation, Accountability and Learning:

  • Ensure that irrigation infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by Oxfam through quality checklists. 
  • Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed.)

Reporting and Documentation:

  • Preparation of weekly work plan for engineering team and sharing with line manager.
  • Preparation of weekly, monthly and field visit reports and sharing with line manager on timely manner.
  • Ensure proper Record keeping for all EFSVL infrastructure activities in hard and soft form.

Integration, coordination and transversal aspects

  • Ensure that construction works is integrated with other livelihoods activities and community participation component, to ensure sustainability of the infrastructure built.
  • Coordinate EFSVL construction activities with other sectors of Oxfam e.g. WASH & protection, in order to integrate activities in the same geographical area and for the same beneficiaries.
  • Coordinate EFSVL construction activities with other local actors (governmental and non-governmental).

Ensure the integration of gender, protection, HIV, environment and other crosscutting issues to the design, implementation and development of EFSVL construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled

Qualifications & Preferred Skills

Technical Skills, Experience & Knowledge

The role is one that requires technical expertise (Cash for Work Schemes, Irrigation Infrastructure, rehabilitation and construction of Greenhouses, structural design and/or construction)

Qualification: Bachelor/Graduate degree in Civil engineering, Environmental or public health engineering or equivalent.

  • Experience: Experience of minimum 3 years in the field of construction, including 1 year in EFSVL/shelter/infrastructure sector. Experience related to engineering in a humanitarian setting, including direct experience of repairing and constructing irrigation channels, construction of greenhouses etc, would be an asset.
  • Proven experience of coordinating EFSVL or integrated programmes. It is desirable that some of this should have been in emergency relief programmes.
  • Excellent team work skills and the ability to build good relations both internally and externally
  • Experience in the design and delivery of training or capacity building programmes
  • Practical knowledge in terms of masonry, plumbing, carpentry and pumping system.
  • Knowledge of using Auto cad
  • Knowledge of preparation of estimates/BOQ
  • Planning and organization skills
  • Ability to listen and adapt
  • Good interpersonal skills
  • Good in speaking English
  • Perfect knowledge of local languages (Arabic)
