Description

BACKGROUND

People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.

PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq.

Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, access to water and hygiene. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS.

 

 

Job Overview:

Under overall supervision of the Regional HR Coordinator, the Regional Capacity Building Officer is responsible for the overall administration and implementation of the capacity building plan for the region.  The RCBO will coordinate with and provide support to resources within the hubs and HQ to ensure follow up and implementation of the plan.  The RCBO will also provide back up support to the broader SYRAQ mission and HQ as needed. 

 

MAIN TASKS

 

1.      Capacity Building Plan Support

  • Assists the HRC and hub and mission leadership in the implementation and follow up of the mission capacity building plan

  • Responsible for maintaining all documents and follow up related to the Plan. Includes, but is not limited to:

    • Oversees the collection of data from probation evaluations and performance evaluations into the needs assessment;

    • Organizes the mission needs assessments and works with HQ and hub leadership to support setting forth the dates to meet the training needs;

    • Ensures that the Capacity Building Plan is completed and reviewed on a regular basis and that all action points are documented and followed up on;

    • Ensures all training documents, including attendance sheets, are completed and archived in line with organizational requirements.

  • Trains new mission leaders as to their role in identifying capacity building needs and the mission plan

  • Helps to develop and makes inputs to the CB policy and it’s revisions

  • Oversees a correct implementation of the CB policy in the mission hubs

  • Follow up on capacity building budget

  • Negotiate with external providers necessary training, follow up on the procurement and negotiations with the providers

  • Support finance department while arranging payments to the suppliers/providers by providing full supporting documentation (payment requests, invoices, attendance sheets, etc)

  • Archive training certificates

  • Follow up on spending of capacity building budget

 

2.      Arabic Training Sourcing and Translation

  • Responsible for the translation of training documentation into Arabic as requested, either sourcing a translation or providing the translation themselves

  • Responsible for sourcing quality Arabic language training based on needs requested by mission leadership through either online trainings or sourcing local resources who can provide it

  • Assists mission leaders with providing Arabic translation during trainings

 

3.      Training Delivery

  • Responsible for training others in how to successfully deliver trainings, working with the HRC and mission/HQ leadership and mission staff in how to create and deliver successful trainings

  • Delivers training to mission staff on applicable topics, working with mission and HQ leadership on the topic and coordination

  • Provides optional resume and interview training to employees who are leaving the organization due to projects ending

 

4.      E-Learnings and Induction

  • Responsible for all national staff inductions in Erbil, and coordinating with the hubs to implement, review, and improve the process as needed

  • Coordinates expatriate mission induction for all Erbil, NES, and Turkey based staff

  • Working with HQ and mission HR, serves as the focal point for all national and international staff e-learnings. Ensures mandatory courses are completed by the end of the probation period and follows with staff, line managers, and relevant HR focal points to ensure completion. 

  • Provides regular reports to HRC and mission leadership on completion status of mandatory courses and sends reminders to those who have not completed the courses

 

5.      Other HR Support

  • Provides back up support to mission HR as needed, including but not limited to recruitment, contract management, archiving, translation, tracker or org. chart updates, etc

 

GENERAL EMPLOYEES OBLIGATIONS AND RESPONSIBILITIES

  • The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.

  • Adhering to all PIN policies and procedures at all times including those stipulated in National Staff Handbook, Child Protection Policy, Security Standard Operating procedures, etc.

  • Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable

  • Ensuring timely and effective delivery of tasks

  • Correctness and completeness of given tasks

  • The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.

  • Prompt providing of all relevant information to their supervisor

  • Maintain confidentiality of all information gained from employment within not publically available

  • Archiving of all entrusted and acquired documents in proper manner

  • Representing and upholding the values of People in Need at all times

  • Behave in appropriate manners at all times and in all places

 

Qualifications & Preferred Skills
  • Bachelor Degree in Business and Management, Administration or any other relevant field. 

  • Minimum 2 -3 years experience in HR. NGO Experience is Preferred. 

  • Advanced English & Arabic 

  • Good communication skills, highly organized, result-oriented, responsible and reliable manner

  • Ability to work under pressure, proactive and independent working style
