Description

Job Summary

Will work in direct support of the SP Programs in Sinjar area. The Senior Logistics Officer shall abide by the Samaritan's Purse code of conduct. Will be responsible for management of all Program and Base procurement, Base Operations and Maintenance, logistics, Vehicle Fleet management (including management of rental drivers under contract), SP-asset management, Warehousing and Inventory, fieldwork, and all related paperwork and documentation.

The Senior logistics officer will work with the team to perform all operations-related duties in Sinajr and surrounding areas. His/her duties are to work as a team member, and also to support the operations team in the area. The job is based in Sinuni but will require movement to support all work locations in the surrounding area with a possibility of travel to Duhok and Erbil offices as needed. Samaritan's Purse will provide transportation, meals and lodging if required. In addition, the Senior logistics officer will be supervising the logistics team in Sinjar. he/she will also perform all tasks and responsibilities assigned for the benefit of Samaritan’s Purse with a generous and serving spirit.

 

 

Job Duties:

 

Procurement

  • Performs field procurement, which includes direct procurement or getting quotations as needed. Buying the requested items, delivering items to the budget manager and maintaining good records and record keeping.
  • Performs procurement paperwork including; RFQs, preparing procurement packages, preparing contracts, help in tenders as needed.
  • Maintaining the procurement tracker and the file records and archiving.
  • Maintaining the supplier's database for Sinjar area. This includes keeping all suppliers up to date, adding new suppliers, vetting new suppliers and reporting good and bad experiences to the logistics management.
  • Participates in market assessments, suppliers site visits and suppliers' meetings for tender procurement.
  • Supports other procurement teams with procurements from Sinjar area as needed.
  • Supports the projects with the procurement planning in his/her duty station.
  • Maintaining the procurement policy that is set by Samaritan’s Purse.
  • Maintaining the procurement guidelines and abiding with the instructions coming from the operations team management.
  • Preforms simple and complex payment packages.
  • Direct interaction with finance.
  • Will assist in the planning and execution of reception, storage, transport and distribution of equipment.
  • Be available full-time during times of emergency response activation.
  • Coordinates and works humbly with team members.
  • Support in all tender processes and procurements.
  • Oversees the procurement team in Sinjar base.
  • Accurately and efficiently carry out any further duties as designated or assigned by the Line Manager.

 

Asset Management

 

  • Receiving, inspecting, and verification of all incoming equipment, furniture, and supplies and scheduling deliveries to users.
  • Tagging all furniture/equipment upon receipt from the supplier. Update non-expendable property inventory records and track movement of furniture pieces.
  • Support on physical assets count, updates, disposal. And preparing all the necessary documents and submit them to the management.
  • Manage the asset count in his/her duty station.
  • Preparation of inventory reports as required.
  • Works with the In-country assets focal point for all asset management related aspects
  • Accurately and efficiently carry out any further duties as designated or assigned by the Line Manager or the In-country assets focal point.

 

 

Base Management

 

  • Maintains base and Samaritan's Purse International Staff living quarters.
  • Coordinates with all contractors on a regular basis and maintains proper documentation for end-of-month payments (Paying all kinds of bills related to the SP facilities (electricity/water/generator/internet, etc.).
  • Supports his/her team with procuring and coordinating all the cooking necessities as needed.
  • Supports his/her team in leading cleaning staff and manages regular cleaning schedule for all spaces.
  • Lead, manage, and track all Base Office and Team House maintenance for all electrical, heating/cooling systems, and physical structure.
  • Supports his/her team in preforming all maintenance, repairs and enhancements needed for the Base Office and Team House.
  • Creates leases and service contracts and all paperwork related to them.
  • Keeps inventory and creates stock reports of office, cleaning, kitchen, and laundry supplies.
  • Update staff about the work status of requests on a weekly basis.
  • Maintains updated base tracker and conducts cost analysis of consumables.
  • Maintains updated room tracker for living quarters and is a focal point for guests and

visitors.

  • Reports all updates to the line manager.
  • Accurately and efficiently carry out any further duties as designated or assigned by the Line Manager.

 

Fleet department

 

  • Responsible for adhering to Samaritan's Purse logistics policy and maintaining compliance at each point throughout the logistics workflow.
  • Responsible for all Vehicles; service, maintenance and upkeep.
  • Coordinating the scheduling of transportation for all Program teams, IFS staff, and visitors to his/her destination including duty station, beneficiary locations and Samaritan's Purse Base designations.
  • Check on maintenance times and ensures that maintenance is being provided for the owned vehicles.
  • Coordinates with the program managers to design and provide their staff transport.
  • Assists the logistics management in making contracts related to fleet, maintenance, and vehicle insurance.
  • Ensure that SPI vehicles are only driven by authorized SP drivers or staff.
  • Submit spending request for vehicles maintenance to Area Coordinator for approval.
  • Managing and overseeing rental vehicles and drivers, and be the contact person with the contracted company.
  • Managing and overseeing SPI generators which includes tacking the work hours, fuel, needs, maintenance, and all other related aspects to make sure that the generators are operating in a good condition at all times.
  • Accurately and efficiently carry out any further duties as designated or assigned by the Line Manager.

 

 

Warehousing

 

  • Stock management procedures (Stock Cards, records, filling, and identification).
  • Ensure proper identification of all arrival/departure material (quantity, quality, and delivery). And their paperwork.
  • Physical inventory monthly.
  • Organize SP warehouses (if any) and stores by maintaining accurate and systematic storage of stock.
  • Ensures that the warehouses are clean and all items are maintained on pallets at all times
  • Respect SP physical stock management requirements (organization, cleaning, ventilation)
  • Follow-up with special attention on the expiry date of drugs & food, and warn the concerned department two months before expiry date.
  • Prepare all cargo and shipping documents (Delivery Note, waybills, etc.) to be transported to the programs.
  • Ensure safe preparation and loading of cargo onto transportation vehicles.
  • Coordinates and manages warehouse labors work and assigns duties.
  • Coordinates with equipment needed in the warehouse e.g.(forklifts) and vehicles to be loaded or off loaded.
  • Coordinates and works humbly with team members.

Education / Experience Needed

  • Bachelor's degree.   
  • Tertiary education and experience in the operations environment, preferably with an NGO in the past.
  • Al least 5 years' experience of operations work is preferred.

 

LANGUAGE

English is a must (fluent spoken and written).

Advanced Arabic and Kurdish languages
