About Shared Future

Enabling Durable Solutions for a Cohesive and Diverse Kirkuk and Ninewa Plains, also known as Shared Future, is a USAID-funded project that was launched in June 2018.  Over a span of 7.25 years, it aims to rebuild trust among diverse conflict-affected communities, support youth in attaining livelihood opportunities, and help late adolescents fulfill their potential in Ninewa and Kirkuk Governorates. The project focuses on social cohesion, livelihoods, and positive youth development.

 

The social cohesion component engages youth (18-30 years) and community/religious leaders to rebuild trust among diverse conflict-affected communities through workshops, training, and joint community initiatives. Livelihood interventions offer entrepreneurship or work readiness training, along with grants and coaching for youth to develop businesses or pursue diverse career paths. Led by Youth Ambassadors, positive youth development initiatives focus on late adolescents (aged 15-19), providing support through activities like youth clubs, day camps, and community initiatives to help them reach their full potential. Incorporated into all these interventions is a strong emphasis on learning, aimed at evaluating their effectiveness in fostering social cohesion, generating income, and empowering individuals to reach their full potential.

 

Job Summary:

As the Data Systems Manager, your primary responsibility will be to efficiently manage and leverage data to support the implementation and evaluation of projects within a complex multi-sector initiative spanning multiple geographies. You will be instrumental in effectively handling data to optimize its utilization in project management and analysis. This entails overseeing data collection, analysis, and reporting, while maintaining data quality and privacy. Additionally, as the Data Manager, you will play a critical role in visualizing and communicating data effectively, cultivating a culture of data-driven decision-making within the organization.

 

You will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the Shared Future project objectives advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your project management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project.

 

Roles and Key Responsibilities:

  • Design and implement data collection methods and tools to capture relevant information related to social cohesion, livelihoods and positive youth development interventions. Establish data management systems and processes to ensure efficient storage, organization, and retrieval of project data.
  • Conduct data analysis using statistical techniques and data visualization tools to derive insights and inform decision-making. Generate reports that effectively communicate project impact to stakeholders by analyzing project outcomes and identifying trends.
  • Ensure data accuracy, completeness, and reliability by establishing data quality control measures. Conduct regular data quality checks to identify and resolve inconsistencies or errors in project data.
  • Present project data in a visually compelling and easily understandable manner, using dashboards, infographics, and visual reports. Effectively communicate project outcomes to diverse stakeholders, including donors, partners, and the community.
  • Collaborate with project teams to identify key performance metrics and indicators that drive data-driven decision-making. Provide insights and recommendations based on data analysis to improve project implementation and outcomes.
  • Ensure compliance with data privacy regulations and maintain data security measures. Implement protocols to protect sensitive project data and ensure that data handling practices align with CRS guidelines and data protection standards.
  • Lead technical, budget management, monitoring and reporting activities through most of the project cycle - start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
  • Engage and strengthen partnerships relevant to Shared Future, applying appropriate application of partnership concepts, tools and approaches.
  • Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for MEAL.
  • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation.
  • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
Qualifications & Preferred Skills

Basic Qualifications

  • Bachelor's Degree required. Master’s Degree in Computer Science or in the field of data management, information systems or statistics would be a plus.
  • Minimum of 3 years of work experience in MEAL project management, ideally in the field of data management and for an NGO.
  • Additional experience may substitute for some education.

 

 

Required Languages - Spoken and written Arabic fluency and spoken/written English professional proficiency is required. Knowledge of Shabaki, Turkmen, or Kurdish is a plus.

 

Travel - The position is based in Mosul, Erbil, or Kirkuk with up to 50% travel to project sites in Ninewa and Kirkuk.

Preferred Qualifications

  • Strong proficiency in database management systems, data modeling, data integration, data warehousing, and data governance.
  • Strong proficiency in data management and visualization tools, including CommCare, Power BI, and MS Office applications (Excel, Word, PowerPoint etc).
  • Relevant grant management experience, especially for USG or other public donors, a plus .
  • Staff supervision experience.
