Stabilization Support Groups (SSGs) OVERVIEW:  

Stabilization Support Groups (SSGs) is an organic community groups, It will basically established as a result of the community needs, It is a new-structure process to form such a group, this group will have a wider effects and duties to mitigate and solve the community issues.

 

Stabilization Support Groups will work to create conditions for the restoration of normal social, economic, and political life by contributing to restoration of basic rights and security by promoting social cohesion, non-violent political processes, service delivery and effective social policy and Advocacy plan.

 

In addition to that the Stabilization Support Groups (SSGs) will identify the community issues in Anbar province and lead the Advocacy campaign so as to solve the identified issues according to the Advocacy plan, and will identify initiatives/activities so as to implement social projects which will promote stabilization and community co-existence in the society and link it with advocacy issues.

 

 

 

ACTIVITIES SUMMARY:

Following the success of the Advocacy campaigns in Phase one of the program, the program will continue to support the efforts to sustain success in that phase and to continue participating of community member in initiatives/activities , Mercy Corps will merge the community action groups (CAGs) with the policy advocacy groups (PAGs) from (phase I) of the program and adding a new members so it is a re-structure process to form a new group called Stabilization Support Groups (SSGs).

Mercy Corps will Assess capacity/competence of the Advocacy Groups /Stabilizing Support Groups (SSG)  members in Ninawa then reformulating and expanding in Anbar to be four  groups  (one group   in Anbar of  8  members , 3 out of  8  are female and three groups in Ninawa of  32  members , 12 out of 32 are female).

The SSGs members will be trained on advocacy techniques and social entrepreneurships so they will be able to implement initiatives/ activities under support of Mercy Corps to enhance the stabilization and community co-exist in the targeted areas and reflecting  to  the issues that identified in phase one of project  and led the advocacy campaigns about them in the targeted areas

  • Kick off meeting at beginning of assignment

 

  • Identify the gaps to assess the required capacity/competence and skills.

 

  • Prepare the trainings materials on advocacy techniques and social entrepreneurships to develop the SSGs capacity and skills.

 

  • Conduct training on advocacy techniques and social entrepreneurships for the SSGs members for (4-days) in BGH or Ramadi

 

  • Mentoring of SSGs to develop their plans.

 

  • Prepare a work plan for the SSGs group for (18- months)

 

  • Develop a final report covering the full duration of the consultancy outlining activities undertaken, results achieved, an analysis of the outcomes, challenges, lessons learned, and recommendations for the future.(Required in English)

DURATION

The consultancy agreement is based on deliverables, with an expected completion date of 31, October. 2019.

 

LOCATION:

Anbar Governorate with travel to BGH or Ramadi as required and the cost of travel should include in the offer.

 

REPORTING STRUCTURE:

The Consultant will report to Mercy Corps’ Conflict Management/SSG Program officer. The Consultant will work closely with Mercy Corps Iraq staff (including senior program Manager and DPM), the Mercy Corps Social Technical Unit (including the head of Social Cohesion and conflict Management Portfolio).

 

 

MERCY CORPS WILL PROVIDE:

  • Preparation for meetings with stakeholders;
  • Access to relevant documents;

 

Qualifications & Preferred Skills

REQUIRED COMPETENCIES:

Academic Qualifications:

  • She/he should have a degree related to advocacy, reconciliation, Social cohesion or a similar field,
  • A professional trainer in advocacy and social cohesion, Coordination, social entrepreneurship and Mentoring.  
  • Expertise in conflict and advocacy policy development as well as the introduction of policy plans for reconciliation.
  • Minimum Technical Competencies and Experience Requirements:
  • She/he should have a minimum of five years’ experience in advocacy and social cohesion, facilitating, training, coordination and conflict reconciliation,
  • At least three years’ experience working as a government liaison in public policy,
  • At least three years’ experience working with civil society and advocacy and social groups;
  • Experience in drafting public policy language,
  • Excellent Arabic and English skills (written and spoken), and
  • Excellent report writing and reviewing capabilities.

 

PAYMENT:

Mercy Corps will be paying the amount based on deliverables with an expected completion date of 31, October. 2019
