The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Kirkuk, Mosul and Mosul.

The IRC is one of only a few international non-governmental organizations (INGO) active in the Gender Based Violence (GBV) sector in Iraq. The IRC's expanding Women's Protection and Empowerment (WPE) program provides both direct service provision (through women's and girls' centers and mobile teams) and technical support to local partner organizations to implement safe spaces and deliver services to women and girls as well as capacity building of local NGOs, government service providers, and other protection actors on GBV related topics. The WPE program is also conducting RSA assessments as needed, in close coordination with other GBV actors and humanitarian agencies.


The Women’s Protection and Empowerment (WPE) Manager will be in responsible of overseeing the WPE program in Ninawa governorate directly implementing and through local partner in Sinjar. S/He will be responsible of the implementation of daily project activities providing supervision and direction to the WPE program team, with an emphasis on coaching and mentoring staff to build their capacity.
S/He will also collaborate with key staff in Protection and Child Protection, and work with the WPE Senior Manager- Quality Assurance and Coordinator to achieve the managed growth of IRC’s WPE programming in Ninawa Governorate. The WPE Manager will report the Mosul Field Coordinator and to WPE Coordinator



  • Technical Quality and Implementation
  • Provide leadership to the project team and oversee successful implementation and coordination of women protection and empowerment programs to support vulnerable women and girls from camps, urban areas and hard to reach areas;
  • Lead in the establishment of women & girls safe spaces in Mosul, including finding space, recruiting staff and establishing center and mobile unit services;
  • In collaboration with the WPE Coordinator develop workplans, oversee implementation or program, and track indicators to measure progress;
  • Ensure compliance of program operations with guidelines and IRC’s global programming principles.
  • In collaboration with the Senior WPE Quality Assurance Manager, develop and undertake assessments as required by the program workplan, as well as relevant monitoring and evaluation to inform additional WPE programming needs and design;
  • Supervise the provision and quality of trainings for local partners and staff on GBV basics, basic counseling, case management, life skills and other key GBV resources for partners, community members, and service providers;
  • Provide ongoing technical support, mentoring and guidance to project staff and partners to ensure programming meets GBV best practice and guiding principles;
  • Actively contribute to the creation and implementation of a WPE sector strategy to meet the needs of GBV survivors in Iraq, including response to emergencies as they arise;
  • Liaising with high level government officials, UN and other stakeholders to ensure support for the program and coordination;
  • Undertake field monitoring visits to assess progress and identify technical quality and implementation issues, provide solutions and implement modifications and improvement plans as required.
  • Prepare monthly program updates in close collaboration with WPE senior staff to identify key achievements and challenges in program implementation.
  • Undertake other relevant tasks as requested by the WPE Coordinator.


  • Grant Management and Reporting
  • In coordination with WPE Senior Program Manager, WPE Coordinator, DDP, Grants Unit and HQ Technical Unit, contribute to the development of proposals and concept notes for expanding IRC’s WPE portfolio in Iraqi Kurdistan.
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets, feed corrections back to Finance. Bring any over/under expenditure issues to the attention of the Senior WPE Program Manager and the WPE Coordinator in a timely manner and support the development of corrective plans
  • Ensure that WPE program implementation is in line with the technical proposals, project timelines and budgets.
  • Staff Management and Development
  • Supervision of Sr. WPE Program Officers, & WPE Program Support Officer.
  • Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
  • Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
  • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
  • Provide ongoing support to WPE staff to ensure programming meets best practice standards for GBV programming in emergencies.
  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
  • Coordination
  • Collaborate with Field Coordinator and other operations staff to ensure that the GBV program is properly supported and that all activities are conducted according to IRC HR, Logistics, Finance and other policies and procedures;
  • Liaise with IRC’s WPE Technical Unit and other departments as required to ensure effective and collaborative working relationships;
  • Develop and maintain effective working relationships with all relevant stakeholders including community members, NGOs, government authorities and UN agencies;
  • Participate in internal coordination meetings as required and liaise with IRC's other programs as needed to ensure effective collaboration, program integration, and mainstreaming of GBV risk mitigation for the best possible outcome for the client.
  • Represent the IRC at relevant interagency coordination meetings and task forces as required.
  • Coordinate and follow-up with partner organizations and other project stakeholders as required.

  • Internal: close collaboration with other WPE staff particularly field-based WPE Managers and Senior Managers, other IRC Iraq programs (Economic Recovery and Development (ERD), Children and Youth, Protection and Development (CYPD), and Protection/Rule of Law), Grants, Supply Chain, HR and Finance Departments
  • External: close collaboration with other humanitarian actors and GBV Working Group, local implementing partners, UN agencies, government, and service providers
Qualifications & Preferred Skills


Bachelor's degree in Social Work, Gender Studies, Public Health, Human Rights, or another relevant field.

Work Experience:

  • Minimum of 4 years program management experience in the field of gender-based violence response, preferably working with refugees or conflict affected populations; at least 2 years’ experience working directly with survivors or developing, implementing or supervising shelter programs for survivors;
    • Strong understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery
  • In-depth understanding of GBV prevention and response, related international standards and guidelines.

Demonstrated Skills and Competencies:  

  • Advanced knowledge of MS Word, Excel, PowerPoint and email/internet software.
  • Experience managing projects and budget management skills
  • Strong writing skills and experience in writing donor reports and proposals
  • Proven leadership, program and staff management skills and capacity building


Language Skills:  Fluency in spoken/written English & Arabic is required.

  • Frequent travel to WGSSs in Mosul & Sinjar.
